Supervisory Program Specialist (Liaison Supervisor)
What you'd do
This position is located in the Veterans Benefits Administration, Regional Office, Office of the Director. The incumbent is responsible for a wide range of duties that support the overall operations of the Regional Office's operations. The incumbent serves as a Supervisory Program Specialist responsible for providing performance management and technical support for the regional office HR program.
Major duties
Specific duties include: Plans work to be accomplished by subordinates, sets and adjust short- and long-range staffing plans to meet the forecasted mission requirements and changes in critical competencies. Evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit. Effects minor disciplinary measures, such as warnings and reprimands, proposing other action in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training. Provides management advisory services in counseling, advising management on developing and maintaining the proper balance between organization strategic plans and goals and human resource development programs. Collaborate with the staff/managers to develop and implement policies, procedures, and guidelines which institute processes for work to run as effectively and efficiently as possible. Conducts data reviews and analyzes data results, identifying any data trends and making recommendations for updating or creating new processes and procedures to help increase workflow. Creates internal policies, procedures, and guidelines for staff to follow. Creates policies and procedures to institute processes to make current HR tasks run more efficiently and smoother. Provides technical advice and assistance and disseminates human resource information to organization. Reviews classification standards and guides to assist and coordinate classification assignments. Assist with the initial classification of individual position for submittal to the CCU. Aids supervisors and operating officials on the classification submissions and processes. Assists in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources. Studies and advises managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Provides advice and assistance in the areas of discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions. Gathers background information and does extensive probing and analysis to identify causes of misconduct and/or poor performance, select the appropriate penalty to ensure consistent and progressive discipline throughout the organization, and then advise managers. Provides advice and assistance on grievance procedures and options for resolution of conflicts or problems. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/30/2026. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-13 Grade Level: Specialized Experience: GS-13 Level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in at least three of the following: Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating issues, determining applicable precedents, and identifying the most effective approach to resolve complex human resources problems. Experience meeting and dealing with managers and employees at all levels in situations of a highly sensitive nature Experience providing advice and guidance in the areas of classification and staffing and recruitment Experience in recruitment using delegated examining procedures Resolving complex leave administration issues Defending agency actions in front of a 3rd party hearing (FLRA, MSPB) Experience as the chief negotiator in labor negotiations Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
