What you'd do

As lead Program Specialist, Health Solutions Management (HSM) in the Veterans Health Administration (VHA), Digital health Office, incumbent is responsible for analyzing and defining portfolio requirements project prioritization, and management of Health information Systems Executive Board and stakeholder investment activities. The Program Specialist also develops strategies to support customer objectives and manage VHA IT investments effectively.

Major duties

Major duties include but are not limited to: Serves as lead Program Specialist supporting assigned enterprise systems management portfolio area. Administers a variety of program analysis studies and program reviews relative to a portfolio of IT systems to ensure VHA is advised of system status. Computes and estimates effect of proposed changes in legislation or regulations to determine effect on assigned portfolio systems. Develops procedures and systems for establishing, operating, and assessing the effectiveness of the systems in the assigned portfolio. Conducts planning studies designed to identify improvements needed in IT systems and gaps in IT solutions. Solves problems involving mission critical policies Analyzes management information requirements to develop program or administrative reporting systems, data gathering and analytical techniques, and systems evaluation methodology. Oversight of portfolio activities and resources to mitigate risk. Supports development and Implementation of plans, policies, standards. Infrastructures and architectures that establish the framework for managing the assigned VHA portfolio. Plans, documents, and implements program operational procedures. Collaborates with portfolio, HSM. and OIIG staff to establish processes that Meet VHA's enterprise goals and objectives. Directs the establishment of realistic and achievable program plans that include milestones and target dates for all assignments. Consults with top level VHA and Department management to identify their information requirements and to ensure that efforts are coordinated with those entities. Assures that projects are executed in a manner that complies with national VHA, regulatory agencies, and OIIG standards. Uses proven technical. management, and communication skills to implement and support programs that are consistent with VA and VHA corporate goals and objectives while keeping pace with changes as they occur in the field. Undertakes assignments of a special or critical nature. Provides consultation and guidance to senior VHA officials on unusual or complex issues and assists in the development of guidelines and procedures. Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Resume must support 3 of the 4 examples listed below: Analyze and evaluate complex programs, policies, and organizational operations to identify issues, assess effectiveness, and develop recommendations that improve program performance, support strategic objectives, and inform executive decision-making. Plan, coordinate, and manage enterprise-level projects or program initiatives, including developing implementation strategies, monitoring milestones, evaluating risks, and ensuring successful completion of project objectives in accordance with organizational priorities. Develop and present executive-level reports, briefings, and recommendations by researching, analyzing, and interpreting complex quantitative and qualitative information to support senior leadership decisions and organizational planning. Collaborate with senior leaders and cross-functional stakeholders to develop strategic solutions, improve business processes, resolve complex operational issues, and implement policies or initiatives that enhance organizational performance and mission accomplishment.
