What you'd do

Serves as Project Manager for Web & Mobile Solutions within the Veterans Health Administration (VHA), Digital Health Office. Leads and coordinates enterprise web and mobile application projects supporting healthcare delivery and business intelligence. Manages cross-organizational efforts between OIA and the Office of Information and Technology (OI&T), ensuring solutions meet business needs, governance requirements, and project objectives.

Major duties

Major duties include but not limited to: Plans, coordinates, and manages enterprise web and mobile application projects supporting VHA healthcare delivery and business operations. Develops and oversees project plans, schedules, budgets, resources, and deliverables to ensure successful project execution. Coordinates project activities among VHA, the Office of Information and Technology (OI&T), contractors, and business stakeholders. Leads requirements gathering, project planning, implementation, testing, and deployment of information technology solutions. Monitors project performance, evaluates risks, resolves issues, and recommends process improvements to enhance program effectiveness. Develops reports, executive briefings, metrics, and presentations to communicate project status and support leadership decision-making. Provides expert project management guidance, strategic planning, and consultation on healthcare information technology initiatives. Ensures compliance with applicable policies, regulations, governance requirements, and project management standards. Represents the organization in meetings, workgroups, and governance forums while fostering collaboration with internal and external stakeholders. Conducts program analyses and special projects to improve organizational performance and support evolving healthcare technology initiatives. Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Resume must support 3 of the 4 examples below: Lead and manage complex information technology projects by developing project plans, coordinating resources, managing schedules, monitoring cost, scope, quality, and risk, and ensuring successful implementation of enterprise initiatives using project management principles and methodologies. Analyze and evaluate healthcare or information technology programs and business processes by applying qualitative and quantitative analytical methods to assess program effectiveness, identify operational risks, develop performance measures, and recommend strategic and operational improvements. Develop and present executive-level recommendations, reports, and briefings by interpreting complex technical and programmatic information, communicating project status, and advising senior leadership on project priorities, resource requirements, policy implications, and organizational impacts. Collaborate with senior leaders, business owners, technical teams, contractors, and cross-functional stakeholders to define project requirements, resolve complex issues, implement governance processes, and deliver enterprise technology solutions that support organizational goals.
