Personnel Security Specialist (Temporary NTE 1 year)
What you'd do
The Personnel Security Specialist performs security related functions in support of the Personnel Security Program within a Shared Services Unit assuring that all appointees have the appropriate level of security/suitability clearance. This position and selectee may be non-competitively converted to permanent status.
Major duties
You will serve as a Personnel Security Specialist, in the Personnel Security Section of Human Resources Management Service. You will be responsible for performing a full range of tasks associated with establishing, maintaining and enforcing all regulations related to Personnel Suitability and Security. The duties of the position include, but are not limited to: Ensures that Special Agreement Check (SAC) is initiated prior to entry on duty for all new appointees, contractors, and volunteer. Properly maintains and uses electronic fingerprinting equipment to fingerprint all new appointees, and transmits on a daily basis, those fingerprints to the Office of Personnel Management. Conducts security and suitability adjudications related to background investigations. Reviews completed personnel suitability investigations with the purpose of providing recommendations on pre-employment and continued employment considerations. Provides authoritative information and assistance by administrating programs for continuous security evaluation of personnel. Works with Staffing Section and Processing/Records Section on the E-Qip program. Follows up on personnel security cases with issues. Analyzes information and provides a variety of reports for review at all level. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience at the GS-09 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting security and suitability adjudications related to background investigations; reviewing completed suitability investigations with the purpose of providing recommendations on pre-employment and continued employment considerations; maintaining an accurate personnel security database; reviewing and releasing SF-85s for new hires; tracking date released and following up with OPM to ensure timely closure for all cases; and analyzing information and providing a variety of reports for review at all levels. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree LLB. or J.D., if related. You must have an combination of specialized experience and education beyond the first two years of graduate education. Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting, though some work such as fingerprinting may require periods of standing. The regular and recurring work of the position requires sitting at a desk, operating desktop or laptop computer equipment for stretches at a time, attending meetings, occasional classes and conferences.
