The Robert J. Dole VA Medical Center is seeking a highly qualified and motivated candidate for the Administrative Officer position in Medicine Service in Wichita Kansas.
Major duties
Major duties include but not limited to: Manages or directs all budget matters, Human Resource issues and public relations matters. Plans and conducts a variety of broad and complex analytical and evaluative studies of a wide range of medical facility health care delivery. Develops long and short-range goals and plans for the MSSC Service Line by coordinating the needs and initiatives of the Service, ensuring those plans are in-line with the Vision, Mission, and Values of the Veterans Health Administration. Develops management improvement programs or revised policy and procedural requirements for more effective application of various administrative management systems. Responsible for seeking and finding practical solutions which may be achieved in short or long range planning. Performs contracting functions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full-time, 8:00 am - 4:30 pm Monday - Friday. Virtual: This is not a virtual position. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Qualifications: Current Title 38 Hybrid employees: To qualify for a Title 5 position based on the Interchange agreement, you must meet the following: 1. Be currently serving under a permanent appointment. 2. Served continuously for at least 1 year in the other merit system prior to appointment under the interchange agreement. Current permanent Veterans Canteen Service employees may apply for consideration under this vacancy announcement. You may qualify based on your experience and/or education as described below: GS-09 Qualifications To be eligible for this position at the GS-09 level you must meet one of the following: Experience: Possess one full year of specialized experience equivalent to the GS-07 level. Examples of specialized experience include but are not limited to: Experience with VA computer databases such as VISTA, CPRS. Knowledge of VA contracting processes, equipment procurement processes and fee agreements. Experience with timekeeping process and protocols. Administrative support of a clinical service to include the ability to interpret policies and knowledge of Joint Commission standards. Knowledge of administrative activities and ability to make recommendations for program improvement. OR Education: To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR Two full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D. Transcripts must be provided to verify education. OR Combination: Applicants may also combine education and experience to qualify Applicants may substitute education for the required experience. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. A transcript must be uploaded to support your answer. GS-11 Qualifications To be eligible for this position at the GS-11 level you must meet one of the following: Experience: Possess one full year of specialized experience equivalent to the GS-09 level. Examples of specialized experience include but are not limited to: Experience with budgeting and financial management for a service or organization. Experience with VA contracting processes, equipment procurement processes and fee agreements. COR Level 1 preferred. Experience with timekeeping process and protocols. Experience assessing workload, workflow, and productivity based upon established criteria. Experience with the day-to-day management of a service and The Joint Commission standards. OR Education: Possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree, OR possess a LL.M, if related. OR Combination of education and experience: Possess a combination of successfully completed graduate education and specialized experien **Transcripts must be provided for education to be substituted for experience.** Physical Requirements: The work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. Work Environment: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
