What you'd do

Serves as a lead planner responsible for various airport and aviation planning activities for the Office of Airports (ARP), Eastern Regional Airports Division, New York Airports District Office.

Major duties

FV-I Duties: Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Applies experience and comprehensive knowledge to plan and conduct functional activities for projects/programs. Assignments typically require knowledge and experience working across functional and/or organizational lines. Analyzes and interprets criteria related to all aspects of airport and aviation planning. Reviews, provides technical guidance and accepts airport master and system plans prepared by airport sponsors, State aeronautical agencies, and metropolitan planning agencies. Provides technical guidance for the preparation and coordination of local, metro, and state system airport demand forecasts and Airport Layout Plans. Reviews and approves local airport demand forecasts and Airport Layout Plans. Assists in the development of the ADO/RO Airports Capital Improvement Program (ACIP) and may assist with the administration of the Passenger Facility Charge (PFC) program. Assists environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act. Reviews airport sustainability programs and other environmental programs. Provides assistance to Airport Sponsors to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Ensures planning results are in compliance with applicable Grant Assurances. FV-J Duties: Reviews and prepares correspondence for review by management. Correspondence may include Congressional responses, briefing papers, approval letters and guidance to sponsors associated with all aspects of airport development. Provides advisory and advanced technical guidance to the RO and to the public on all aspects of project implementation including airport planning and programming, airspace, airport design standards, and contract administration. Participates in community activities, such as Advisory Committees, public workshops, and public meetings or hearings. Possesses advanced experience in coordinating public outreach meetings. Provides technical guidance and reviews planning consultant contracts, including determination of reasonableness of cost, to ensure that selection is in accordance with professional services procurement requirements. Reviews benefit/cost and life-cycle costs analyses. Prepares RO recommendation related to project support and prospective funding. Reviews and makes recommendation for modification of standards requests to management and/or RO. Forwards recommendations to Headquarters for approval. Reviews project justifications and eligibility analyses to ensure projects are ready for grant funding. Serves as the liaison for communications with Headquarters. Maintains project status using the Office of Airports database system (SOAR). Possesses an advanced understanding of grant project management and associated financial reports. Serves as a regional resource for the final review of planning projects and prepares recommendation to management for grant financial completion, including eligible final payment or recovery as appropriate. Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Specialized experience is experience which is in or directly related to the line of work of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must be at least equivalent to the next lower grade or band level in the normal line of progression for the occupation in the organization. To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Examples of specialized experience for this position include: 1) Experience developing or approving airport layout plans; 2) Experience developing or reviewing planning consultant contracts and scopes of work; 3) Experience providing advisory and technical guidance to the public on airport planning, airspace, programming, airport design standards, contract administration, and in general, on all aspects of airport project implementation. To qualify for this position at the FV-J level, you must demonstrate in your application that you possess at least one year of specializedexperience equivalent to FV-I, FG/GS-13 level. Examples of specialized experience for this position include: 1) Experience developing orapproving airport layout plans; 2) Experience developing or reviewing planning consultant contracts and scopes of work; 3) Experience inproviding advisory and technical guidance to the public on airport planning, airspace, programming, airport design standards, contractadministration, and in general, on all aspects of airport project implementation; 4) Experience in providing technical guidance to staff andrepresenting management at technical meetings. However the grade of a position is based on the duties officially assigned and actually performed by the incumbent of the position. These duties are affected by the Supervisor's willingness to delegate higher graded duties and incumbent's capacity to perform the duties.
