About the Position: This position is located at the 325th Medical Group, Tyndall Air Force Base, FL. This is a Direct Hire Solicitation. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized. Non-Federal work experience may be creditable for leave purposes.
Major duties
Plan the overall approach to meet the contracting objectives for procuring a variety of complex requirements for the Medical Group (MDG). Review requisition package for adequacy and completeness of description, consistency, and compliance with administrative, regulatory, and procedural requirements. Determine appropriate contract type and method of procurement based on the nature of service required, urgency of need, estimated cost, market conditions, and applicable procurement policies and regulations. Monitor contract performance. Provide assistance to others relating to contracting work. Develop guidance materials to inform, clarify, and explain regulatory and policy changes.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Contract Services Representative: Specialized Experience: One year of specialized experience which includes managing contract requirements; determining appropriate contract types and method of procurement; and developing procurement plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Contract Management, Procurement Financial Management, and Business Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: One year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
