Major duties

Provides leadership and guidance to the Recording Studio production and post-production teams. Plans, organizes, directs, assigns, and evaluates the work of technical, professional, and managerial staff. Leads the development and refinement of the media supply chain, ensuring capabilities evolve to meet organizational priorities, stakeholder needs, and emerging technologies. Guides initiatives, including staff development, facility enhancements, and technology modernization efforts, to sustain operational excellence and innovation. Coordinates with the Director on staffing, budgetary, and operational priorities and provides oversight of vendor and contractor work. Other duties as assigned.

Communicates complex technical concepts in a clear, practical way for both technical and non-technical stakeholders. Fosters a culture of continuous improvement, learning, and innovation. Balances long-term strategy with day-to-day operational needs. Required Work Experience Seven to ten years of progressively responsible experience in television broadcasting or media operations, including substantial management experience directing multidisciplinary teams, supervising managers, supervisors, and staff, leading strategic initiatives, managing complex production environments, and driving organizational performance and accountability. Required Special Skills/ Knowledge Demonstrated knowledge of television production, broadcast operations, and media workflows. Ability to lead and supervise teams in a deadline-driven environment. Knowledge of contemporary broadcast technologies, including IP-based media systems, streaming platforms, and traditional SDI infrastructure. Understanding of broadcast engineering principles, signal flow, routing, timing, and media asset management systems. Experience with strategic planning, capital improvement initiatives, and resource allocation. Strong project and program management skills, including oversight of large-scale technology implementations and facility modernization efforts. Knowledge of procurement practices, contract administration, and vendor management. Ability to develop and implement policies, procedures, and operational standards. Excellent written, verbal, and interpersonal communication skills. Skilled in conflict resolution, coaching, mentoring, and workforce development. Ability to analyze complex operational challenges and implement practical, mission-focused solutions. Familiarity with SMPTE standards, including ST 2110 and related IP media technologies. Experience with live production systems, field production operations, post-production workflows, and content distribution. Understanding of cloud-based media services and hybrid production environments. Proficiency with project management and business intelligence tools. Knowledge of, or ability to learn, departmental rules, regulations, procedures, and functions, including policies and regulations set by the Senate Rules Committee and the Senate Committee on Ethics. As part of our hiring process, we may conduct a skills assessment to better understand an applicant’s proficiency in key areas relevant to the role. Working Conditions Sedentary. May occasionally be required to lift and carry items weighing up to 25 pounds. In the event of an emergency, the position may require on-site reporting within 2 hours. Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during a lapse in appropriations, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted. This position directly supports essential services of the U.S. Senate. As such, this position requires the employee to be available and prepared to work during a lapse in appropriations, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. Security Clearance This position requires that the applicant obtain and maintain a Top Secret U.S. Government security clearance.
