Installation Child and Youth Director (Small or Medium)
What you'd do
The purpose of the Installation Child and Youth Programs Director is to provide oversight to all child and youth programs at an installation to facilitate the provision of safe, healthy, secure, and developmentally appropriate services for children and youth ages 6 weeks to 18 years. The incumbent is responsible for planning and executing the Installation CYP through the administration, operation and technical direction of any or all of the following programs as applicable to the installation.

Major duties and responsibilities: Program Operations/Management Responsible for the administration, operation and technical direction of the CYP, which may include CDCs, FCCs, SACS, YPs and CYES to facilitate the identification of child care, recreational and educational supports services and options for authorized patrons. Establishes, revises, or reviews policies, procedures, and objectives for the staff, as necessary to eliminate work problems or barriers to accomplishments, promote team building, implement quality improvements, or respond to concerns with regulatory compliance and/or customer requirements. Ensures seamless service and continuity of quality options for all children and youth. Develops strategies for program improvement. Initiates and maintains partnerships with both on and off installation organizations serving children and youth. Initiates and maintains partnerships with both on and off-installation local schools. Interfaces with local school board representatives to establish state-run Pre-Kindergarten Programs or official CYP sponsored Pre-Kindergarten programs. Serves as the installation liaison with the Regional CYP Manager on all CYP issues. Implements and monitors policies to include guidance, fee policies, program registration/enrollment, baseline standards and benchmarks, key management control and space utilization goals. Develops operational procedures to anticipate installation needs and trends and documents results. Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. Informs senior management of progress and advises of significant developments that impact plans. Ensures the CYP T&C Specialists develop targeted, integrated training plans that account for the common and unique training needs of CYP staff. Budgeting and Financial Management Compiles program statistical data for reports and data calls and keeps Command abreast of trends, policy changes, program deficiencies and needs for the installation CYP. Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment. Oversees the collection, accurate accounting and reporting of funds received from patrons. Policies and Procedures Ensures compliance with all Department of Navy (DoN), Department of Defense (DoD), State, Federal and local instructions, standards, regulations, policies and procedures as they apply to the total CYP. Coordinates with all installation CYP Directors the development of single installation Standard Operating Procedures (SOPs), CYP Professional Handbook and a parent handbook for the CYP for efficient operation and management of facility and programs for use within the CYP. Compliance Coordinates and maintains documentation for Commander, Navy Installations Command (CNIC) and Multi-Disciplinary Team Inspections and is responsible for timely corrective actions plans for all programs in the CYP. Establishes review systems for the organization and make certain government needs are met and validated, and that economy and quality and quality of operations are maintained or improved. Ensures program accreditation and DOD certification requirements are maintained by monitoring programs in good standing. Uses the Incident Reporting Tool (IRT) in accordance with DON, CNIC, and DOD communication and reporting requirements of serious incidents that occur in CYPs. Ensures suspected child abuse or neglect is reported to the appropriate agencies and that all reporting protocols are followed. Evaluates reportable incidents for trends and ensure processes and procedures are established to reduce them across the CYP. Routinely inspects assets, to include IT gear, office and classroom equipment, facilities, and vehicles and takes steps to ensure ongoing maintenance is scheduled and completed. Ensures compliance and adherence to the standards and criteria developed by the DoD, DON, and/or CNIC policy, regulations, and procedures and accreditation criteria. Implements recommendations or corrective actions to address discrepancies or findings from inspections or accreditation visits. Prepares responses to inspection reports. Follows - up to ensure complete and quality resolution discrepancies. Additional Responsibilities Serves as a mandatory reporter to Family Advocacy and Child Protective Services As needed, represents CYP in Installation Determination Committee investigations and Problematic Sexual Behavior in Children and Youth - Multi - Disciplinary Team Assessments. What you need to qualify

Knowledge of the principles of child and youth development and in designing and managing exceptionally complex programs that includes, but are not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management. Knowledge of and skill in applying both Federal and State laws governing the detection and prevention of child abuse and/or neglect. Possess necessary skills in program planning, organizing and coordinating to devise and carry out a variety of program components. Knowledge of financial management, budgeting, and purchasing as it pertains to a child and youth program. Knowledge of facility design, functional use, and maintenance concepts; DoN, local and state child and youth regulations and procedures; and other regulations and instructions pertaining to military childcare and recreational services. Knowledge and support of the Navy's EEO program policies, goals and objectives. Skills in program planning, organizing and coordinating to devise and carry out a variety of program components. Strong interpersonal communication and leadership skills to facilitate and organize a collaborative and cohesive installation CYP team. Knowledge of national accreditation and criteria. Skill in establishing positive working relationships with the teams and individuals, leading purposeful interactions, resolving conflict, and maintaining confidentiality for families and employers. Ability to communicate effectively both orally and in writing in English and possess strong interpersonal communication skills. Ability to analyze, plan, and, adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to work effectively under pressure or on multiple tasks concurrently while meeting established deadlines and changing priorities.
