Policy Analyst
What you'd do
This position is for a Policy Analyst with the Division of Housing Mission and Goals (DHMG), Single Family and Multifamily Policy (OSMP) Branch at the Federal Housing Finance Agency (FHFA). In this role, the incumbent will engage in specific policy development and implementation activities or projects and provide subject-matter technical and policy information and guidance pertaining to very complex program/policy issues.
Major duties
Division of Housing Mission and Goals The Division of Housing Mission and Goals (DHMG) is responsible for FHFA policy development and analysis, oversight of housing and regulatory policy, oversight of the mission and goals of the Enterprises (Fannie Mae and Freddie Mac), and the housing finance and community/economic development mission of the Federal Home Loan Banks (FHLBs). In support of FHFA's mission and the Director's responsibilities as a member of the Federal Housing Finance Oversight Board, the Financial Stability Oversight Board, and the Financial Stability Oversight Council, the Division also oversees and coordinates FHFA activities. Such activities involve data analyses, market surveillance, systemic-risk monitoring, and analyses affecting housing-finance activities and financial markets. Position Overview The Policy Analyst will develop, review, and implement a wide range of legislative and regulatory policies. Additionally, this role will develop, analyze, evaluate, monitor, and/or implement effective single family and/or multifamily housing-finance policies, procedures, and guidelines; identify single family and/or multifamily policy issues relevant to FHFA's oversight responsibilities; and evaluate their implications and significance. Major Duties & Responsibilities The Policy Analyst duties listed below are at the EL-13 grade level. Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty: Monitor, analyze, advise on, and develop policies and guidance related to the Enterprises' public purposes; especially, but not limited to their regulatory and statutory requirements. Develop and propose policies and regulations, as required by the Enterprises' charters which support the mortgage market. Monitor and provide technical policy expertise regarding, but not limited to the Enterprises' programs, products, business strategies, and operations. Design and conduct outreach activities to inform, consult, and advise Congress, Federal agencies, mortgage-industry participants and related trade associations, community-advocacy organizations, and the general public regarding the Enterprises' housing-finance activities and programs. Lead special projects and help coordinate within the FHFA and/or with the Enterprises, as appropriate. Develop presentation materials for special projects and is responsible for the accuracy and thoroughness of the presentation materials. Perform in-depth analysis of proposed legislation, existing statutes, Congressional testimony, and Enterprises reports. Monitor, track, and report on the development of legislative activities related to markets. Analyze trends and advise management as to both actual and potential implications to pertinent Agency program operations. Analyze the full range and complexity of statistical data, technical reports, and management information requirements to help develop improved business processes for Office programs and/or supervision operations. Perform other duties as assigned.

You may qualify for your desired series and grade level if you meet the following qualification requirements: MINIMUM QUALIFICATIONS: Minimum Qualification EL-12: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-12 because I have at least 52 weeks of specialized experience at the EL/GS-11 or equivalent demonstrating work experience with three or more of the statements described below. Examples of specialized experience include: Assisting in the research, analysis, and drafting of policy options, regulations, or guidance related to federal housing-finance programs, and preparing supporting materials or recommendations for supervisory or senior staff review; AND/OR Evaluating proposed legislation, statutes, testimony, and/or industry reports to identify potential implications for agency programs and providing analytical summaries that inform updates to policies or procedures; AND/OR Participating in meetings or engagements with federal agencies, industry groups, and/or advocacy organizations to gather information, communicate established policy positions, and support ongoing policy development efforts; AND/OR Conducting assigned portions of policy studies or special projects, analyzing program data or technical reports, preparing accurate presentation materials, and drafting responses to inquiries on housing-finance policy issues; AND/OR Gathering, extracting, and analyzing data for use in policy recommendations, risk monitoring, or monitoring Agency goals; AND/OR Monitoring project status reporting to assess implementation readiness, key risks, and issues; AND/OR Tracking progress against timelines and critical paths, identifying delays or resource gaps and escalating concerns to leadership as needed; AND/OR Conducting assessments of proposed or ongoing changes to determine impacts on stakeholders, systems, datasets, and aligned initiatives. Examples of specialized experience include: Researching, analyzing, drafting, and presenting policies, regulations, and guidance related to housing finance programs or GSE statutory requirements, and preparing policy papers and recommendations for senior leadership; AND/OR Leading policy studies or special projects with minimal guidance, analyzing complex data, developing presentations and documentation, and representing organizational views on interagency or cross office working groups; AND/OR Engaging Congress, federal agencies, industry groups, and/or advocacy organizations to gather input, communicate policy positions, and support development or implementation of housing finance policies; AND/OR Evaluating proposed legislation, statutes, testimony, and industry reports to determine program impacts and providing recommendations requiring changes to policies, regulations, or operations; AND/OR Gathering, extracting, and analyzing data for use in policy recommendations, risk monitoring, or monitoring Agency goals; AND/OR Monitoring project status reporting to assess implementation readiness, key risks, issues, and dependencies across regulated entity data initiatives; AND/OR Tracking progress against timelines and critical paths, identifying delays or resource gaps and escalating concerns to leadership as needed; AND/OR Conducting assessments of proposed or ongoing changes to determine impacts on stakeholders, systems, datasets, and aligned initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
