Major duties
As a Management and Program Analyst (Budget and COR), GS-14 you will perform the following duties: Serve as the primary point of contact and technical expert for a variety of functions and activities requiring the application of a wide range of qualitative and quantitative methods for assessment of management and financial processes, and mission support programs. Perform as the COR (Contracting Officer's Representative) for program contracts. Ensure objective, accurate, concise and timely information is available to management and policy officials through briefings and presentations. Maintain the complex databases, registers, and other accounting/tracking systems that are regularly used, including FFMS, WebView, and PRISM. Monitor contractor's compliance with contract terms, conditions, and specifications.

PLEASE NOTE: DHS has adopted a single level of certification with foundational training and an examination, This position requires completion of the Federal Acquisition Certification (FAC)-Contracting Officer's Representative (COR) II, the incumbent must have successfully completed the FAC-COR II prior to their entry on duty (EOD). Selective Placement Factor(s): Selective placement factors are applied in the same manner as minimum qualification requirements. Failure to meet a selective placement factor will result in you not receiving further consideration. you must meet the following selective placement factor(s): Applicants must possess a FAC-COR II or equivalent certification at the time of application. Copies of certifications must be submitted with the application to be considered. IN ADDITION TO THE ABOVE SELECTIVE PLACEMENT FACTOR: Minimum Qualifications: You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as: Developing policies or procedure manuals. Applying contracting laws and policies to procurements. Gathering and analyzing data to track and evaluate the effectiveness of programs, identify risks and develop strategies. Preparing and assessing contractor performance evaluation. Advising leadership on budget and contract matters, identifying risks, and recommending improvements.
