About the Position: This is a Planned Management Action open to current USACE, New England District Logistics employees due to organizational workload changes and evolving mission. Position(s) will be filled at the GS-09 or GS-011 grade level.
Major duties
Duties described reflect the full performance GS-11 level: Coordinate the transportation program for the District. Analyze usage reports to determine the number and type of vehicles required. Coordinate the replacement of vehicles as required by the organization. Coordinate the facilities and services programs for the District. Review space management and utilization requirements on a regular basis. Resolve maintenance issues for facilities and utility systems. Coordinate the supply program within the District. Analyze the usage of supplies and equipment throughout the District. Investigate discrepancies in supply levels and resolve differences. Oversee the bar-coding program and ensure periodic inventories are completed. Serve as the Government Purchase Cardholder to obtain property and equipment. Ensure compliance with Government Purchase Card program policies. Monitor multiple program accounts to ensure funds are allocated properly. Perform monthly reconciliations to maintain accurate and compliant records.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-11: One year of specialized experience which includes: 1) Assisting in the coordination of logistics functions such as transportation, facilities, or supply programs; 2) gathering and analyzing data from reports to support recommendations for logistics operations; and 3) monitoring inventory or property records to identify and report discrepancies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics, Supply Chain Management, Business Administration, Public Administration, Industrial Engineering, Operations Research, or Systems Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-09: One year of specialized experience which includes: 1) Providing support to logistics programs under the guidance of a senior specialist; 2) Collecting data on equipment or supply usage for review; and 3) maintaining records for property, equipment, or vehicle inventories. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics, Supply Chain Management, Business Administration, Public Administration, Industrial Engineering, Operations Research, or Systems Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
