Lead Financial Specialist
What you'd do
This position is with the Office of the Secretary of Interior, DAS-M, Office of Chief Financial Officer (OCFO) in Location Negotiable After Selection, United States. The position serves as the Indian Affairs (IA) Lead for the Charge Card Program under the OCFO. The incumbent provides leadership, strategic direction, and expert-level guidance to ensure compliance, operational integrity, program efficiency, and risk mitigation across IA's purchase, travel, and fleet charge-card operations.
Major duties
Evaluates and assesses the efficiency and effectiveness of the Charge Card Program. Serves as IA liaison with Department of the Interior's Charge Card governance structures, including the Charge Card Program Manager, Charge Card Support Center (CCSC), Bureau Leads, and cross-bureau working groups. Coordinates with IA program offices to ensure cross-functional understanding of risks, audit requirements, corrective actions, and compliance obligations. Ensures program guidance is consistent with DOI policies for purchase, travel, and fleet cards. Recommends enhancements to operational workflows, management controls, financial management processes, and program procedures. Coordinates with IA programs, BIA, BIE, and other internal offices to ensure consistent implementation of charge-card policy and internal control requirements. Provides technical support and authoritative guidance to cardholders, approving officials, supervisors, and program managers. Develops and delivers training for charge card roles (cardholders, approving officials, A/OPCs).

EXPERIENCE REQUIREMENTS: (OPM Operating Manual, Qualification Standards). Minimum Qualifications GS-13: To qualify at the GS-13 level, you must demonstrate one year of specialized experience at the GS-12 level that includes: leading or coordinating activities within a charge card program; having solid knowledge of DOI Purchase, Travel, and Fleet Card Program policies and federal requirements; being familiar with governing regulations, including the Government Charge Card Abuse Prevention Act, Federal Travel Regulation (FTR), Federal Acquisition Regulation (FAR) for purchase cards, and DOI policies; applying analytical skills to review findings, propose corrective steps, and advise management; and working with IA and DOI financial systems, card management tools, and related analytics platforms. Minimum Qualifications GS-14: To qualify at the GS-14 level, you must demonstrate one year of specialized experience at the GS-13 level that includes: serving in a senior or lead capacity for an organization's charge card program; possessing advanced knowledge of DOI Purchase, Travel, and Fleet Card Program requirements and applicable federal policies; understanding key regulatory authorities such as the Government Charge Card Abuse Prevention Act, Federal Travel Regulation (FTR), Federal Acquisition Regulation (FAR) for purchase cards, and DOI policies; applying expertise to analyze issues, recommend and implement corrective measures, and brief leadership on needed actions; and utilizing IA and DOI financial systems, card management platforms, and analytical tools. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must meet time-in-grade requirements by the announcement closing date.
