The position is located in the Neurology Service line within the Corporal Michael J. Crescenz (CMC) Veterans Affairs (VA) Medical Center reporting directly to the Chief of Neurology. The incumbent serves as the department's subject matter expert for business planning and analysis, tactical level implementation and, measures the success of the department's business initiatives, improvements, and overall organizational effectiveness.

Major duties

The position has responsibility and accountability for all issues affecting the Neurology Service line in consultation with the Chief of Neurology. The Business Manager independently plans and studies the operations within the Service for the purpose of evaluating administrative methods, procedures, workflow, personnel utilization, organization, communication, planning, training, arrangement of space, equipment utilization regarding clinical performance. The incumbent is expected to develop and implement recommendations concerning workload management, budget forecasting, accounting and financial reporting requirements, the optimum mix of staff in consideration with operating costs, program effectiveness, introduction of improvements to work methods and processes and assessing the productivity of employees; managed care; logistics (supply and equipment); facilities management; automation management and patient administration (third party collections, medical records and medical coding). Major duties and responsibilities include: Responsible for briefing the Chief of Neurology on priority operational and administrative items for the service line and acts congruently or on behalf of the Chief of Neurology in connection with management problems, serving as the liaison for professional clinical, technical and administrative staff to the Chief of Neurology. Monitors provider-specific productivity in collaboration with the Chief of Neurology and reports any existing part-time physician hours to the Chief of Staff. Develops short- and long-term staff utilization plans and requirements. Analyzes changes in staffing requirements, organizational structural changes and alignment assuring positions provide optimum balance between economy, efficiency and skill utilization. This includes analyzing staff productivity to determine needs/excess etc. Serves as an administrative advisor to the Chief of Neurology. As such, the incumbent provides a key role in assisting the Chief of Neurology in the development and implementation of policies and procedures, both long and short-range planning, budget guidelines, and proposals for efficient and effective utilization of resources and the operation of the division. The policies and procedures concern all aspects of the organization including budget and fiscal management, supply, service and equipment procurement, human resources and workforce utilization, contract negotiations, initiation and oversight, construction and renovation, and space utilization. Performs and/or directs special studies and projects for the Chief of Neurology, some highly confidential and complex in nature. Analyzes proposals and provides the Chief of Neurology with an objective opinion before a final decision is made. Serves as the focal point for all communication flow for the Neurology Division. Responsible for the management of all administrative processes through appropriate utilization of Neurology staff. He/she is expected to be well versed in governmentwide and VA requirements to manage the administrative functions of the Neurology workforce. Coordinates the implementation of internal policies and programs emphasizing, but not be limited to, those areas related to increasing patient satisfaction with maximizing employee productivity. Responsible for identifying budget needs and negotiates with management to arrive at appropriate funding levels that make the most effective use of resources. Typical duties include defining budget requirements, executing approved funds, tracking special funded positions and analyzing actual vs planned, etc. Responsible for overseeing all acquisition processes within Neurology and is the liaison with contractors. Responsible for the oversight of the Service Line's human capital resources and the associated policies and procedures necessary to meet effective staffing levels and utilization. Ensures, annual performance appraisals, merit promotion actions, counseling and disciplinary actions are completed in accordance with current regulations and within established timeframes, maintaining expert knowledge of VA/Local AFGE master agreement coordinates AFGE involvement with personnel related matters. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of and skill in applying of clinical and administrative processes and Operations. Thorough knowledge of agency and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Comprehensive knowledge of a wide range of HR systems and computer programs required for navigation through HR processes. Knowledge of and skill in applying contracting rules, regulations, and policies. Specialized knowledge of the basic principles and practices related to the management of a Neurology care delivery system and the ability to apply this knowledge to solve the unique problems arising in the Service line. In-depth knowledge of and skill in interpreting Federal/VA/VHA rules, regulations and policies governing business and accounting activities, health and safety issues, in the areas such as space requirements, information technology, staffing and resource management, and confidentiality of records and information, health care coding classification systems used for billing, and VHA and Joint Commission standards. Knowledge of health and safety issues, OHSA requirements, Emergency Preparedness procedures, and infectious control practices. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's degree. NOTE: Transcripts must be submitted with application. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
