What you'd do

The Program Applications Specialist serves as the integrator that coordinates the business process and software functions. The primary functions of this position ensures the business process is in place to support the implementation of new and updated information technology systems.

Major duties

Duties include but are not limited to: Coordinates all information technology equipment with the service is operational and functions and coordinates with Ol&T equipment replacement/installation with all other services. Participates in the establishment of administrative qualitative standards; the objective of which is intended to improve programs, facilities and operations. Consistently communicates and treats customers (veterans, their representative, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Ensures the business process is in place to support the implementation of new and updated information technology systems. Serves as the functional "expert" for matters relating to the Patient Information Management System (PIMS) core package. Provides training and troubleshooting for clinical and administrative staff in business processes and associated supporting software. Provides business oversight for a variety of software programs integral to the overall administration and operations of the business. Collects physical and data security needs for the service area. Collects individual needs to determine menu access for staff. Ensures OI&T assigns appropriate access to terminal and file codes for the purpose of controlling access to the patient and medical records. Provides testing of new options and software versions prior to implementation to gain familiarity with the new product features and confirms that software is working according to specification. Provides training and troubleshooting for clinical and administrative staff in business process and associated supporting software. Coordinates with the office(s) responsible for medical center workload to ensure the accuracy of the data in VISTA. Ensures the accuracy of reports such as the Gains and Losses and AMIS reports. Responsible for designating and preparing data management analyses, special studies, and reports for use by top management for budget preparation, workload projections, and quality assurance and utilization reviews. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, assisting in the development, coordination, or implementation of program applications, processes, or operational procedures, reviewing, evaluating, or analyzing program-related documentation, applications, or submissions for accuracy, completeness, and compliance with established guidelines, providing technical guidance, support, or training to stakeholders regarding program requirements, systems, or application processes, using data, reports, or system-generated information to identify issues, recommend improvements, or support program decision-making, communicating program information, requirements, or procedural updates to internal and external stakeholders clearly and professionally. NOTE: This experience must be supported by your resume to be creditable. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond first first year or 18 semester hours. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
