ENVIRONMENTAL (INTERDISCIPLINARY) - DIRECT HIRE AUTHORITY

The primary purpose: to serve as the Department of the Air Force Environmental Impact Analysis Process Subject Matter Expert and as the lead Air Force consultant for conduct of EIAP projects to comply with the National Environmental Policy Act in support of Air Force decision making at all levels of Command (Installation, MAJCOM, and Headquarters Air Force).
Major duties
Serves as the DAF EIAP SME and as the lead AF consultant for conduct of EIAP projects to comply with NEPA in support of DAF decision making at all levels of Command (Installation, MAJCOM, and Headquarters Air Force). Provide consultant services to HAF, MAJCOMs, and bases. Defends, justifies, and resolves controversial technical issues or provides professional expertise. Prepares technical articles, technical letters, guidance, training, and other official publications and forms of information transfer for the DAF regarding EIAP and NEPA compliance. Researches requirements and develops research and development needs relating to DAF's EIAP program. Develops, coordinates, manages, and monitors projects with other Federal, and research and development organizations to improve the DAF's EIAP program including technical, PPBE oversight with the overarching goals of improving the quality of the DAF's NEPA process, while streamlining environmental timelines, and controlling costs. Represents the DAF on committees and technical working groups, staying current on policy and technical developments. Serves on various working groups such as integrated process teams, rapid improvement events, and committees on DAF EIAP program.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Basic Requirement for 0020, Community Planner Positions (You must provide a copy of your transcripts): A Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. NOTE: You must submit a copy of official transcripts. OR Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. NOTE: You must submit a copy of official transcripts. Basic Requirements for 0401, Biological Scientist Positions (You must provide a copy of your transcripts): A Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major biological sciences, agriculture, natural resource management, chemistry, or related disciplines, plus appropriate experience or additional education. Basic Requirement for 0801/0819, General/Environmental Engineer Positions (You must provide a copy of your transcripts): A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Basic Requirement for 1301, Physical Scientist Positions (You must provide a copy of your transcripts): A Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience - education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience includes developing agency-wide environmental policy; advising senior leadership on complex or high-visibility environmental actions; resolving controversial regulatory issues; and leading consultations with regulatory agencies (such as the Council on Environmental Quality) and stakeholders to ensure compliance with environmental statutes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of the legal drivers and regulatory requirements for the National Environmental Policy Act (NEPA), 32 CFR 989, the Air Force EIAP, and other associated requirements. 2. Professional knowledge of NEPA/EIAP concepts, principles, and practices and familiarity with other engineering and scientific disciplines and practices specific to Airspace and Range projects. 3. Knowledge of engineering and scientific standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local regulations. 4. Knowledge or health, security, safety, and environmental requirements as outlined in applicable standards and regulations to ensure all environmental requirements are met. 5. Knowledge of standard contracting regulations, practices, and procedures. 6. Skill in written and oral communications to write and disseminate technical guidance, standards and criteria, letters, bulletins, etc., conduct briefings, present issues and recommendations and teach technical courses. 7. Ability to analyze a variety of situations and develop procedures to effect timely and economical solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
