This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer (OCRSO). The primary purpose of this position is to perform a variety analyses land provide managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management. Non-BU: This is a non-bargaining unit position.
Major duties
As a Management and Program Analyst, GS-0343-12/13/14, your typical work assignments may include the following: Plans, executes, and reports on analyses, evaluations, and investigations of program operations, including complex or sensitive projects that require innovative approaches to resolve new or unprecedented issues. Identifies and analyzes issues affecting program effectiveness and efficiency; develops recommendations and proposals for improving organizational productivity, resource utilization, and operational processes. Serves as a technical expert and authoritative advisor to management and program staff, providing guidance on administrative policies, management theories, and program direction, including interpretation of legislative or regulatory requirements. Participates in or leads the development of short- and long-range plans, strategies, and goals for program implementation; oversees the achievement of objectives and recommends adjustments to meet changing organizational needs. Prepares and presents detailed reports, findings, and recommendations on complex issues or problems impacting major programs, including defending controversial conclusions and representing the organization in high-level forums. What you need to qualify
Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: Applying established analytical methods to evaluate program operations; Assisting in the development, organization, and implementation of short- and long-range program plans; and Preparing reports on findings related to program effectiveness. You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Developing new methods and techniques to address problems where guidelines or precedents are not substantially applicable; Planning and implementing long-range management plans and overseeing the achievement of organizational goals; and Providing authoritative advice and guidance to resolve or manage program or policy issues involving major areas of uncertainty in approach or methodology You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Planning and leading comprehensive studies of complex organizational issues with agency-wide impact; Assessing program effectiveness and recommending organizational or process changes, including determining future resource requirements; and Interpreting and advising on policy revisions to address major program challenges. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
