The Director Joint Operational Integration (JOI) is responsible to the Deputy Assistant Secretary of War for Acquisition Integration and Interoperability for coordinating Joint Operational Integration Program, Joint Mission Management, Joint CC5ISR&T integration, Mission Engineering and Integration Activity and Modular Systems Architecture (MOSA) actions, and developing strategies for capability development, acquisition and sustainment strategies across the DoW and allied partners.
Major duties
Major duties and responsibilities include, but are not limited to: The Director serves as the primary architect for coordinating and overseeing Mission Engineering and integration strategies, analyses, and operational integration within the DoW acquisition portfolio. This involves fostering alignment across the Joint Force to achieve optimal mission outcomes through the Acquisition System. The position requires the incumbent to facilitate comprehensive portfolio evaluations that assess system operational effectiveness across multiple dimensions, including procurement strategies, supply chain resilience, industrial base considerations, scalability requirements, and fielding capabilities. The Director manages the OUSW(A&S) acquisition oversight process for assigned missions, portfolios, programs, and activities, serving in support of the DASW (AI2) as the senior authority for independent analysis and assessment of military and government mission threads, portfolios, capabilities, and systems. This responsibility extends to identifying shortfalls and gaps that could impact national security objectives. The role encompasses briefing senior leaders in capability portfolio reviews, Defense Acquisition Board (DAB) reviews, and other high-level decision forums where the office of the DASW (AI2) programmatic and technical assessments directly influence billion-dollar acquisition decisions. The Director recommends solutions to the DASW (AI2) to complex acquisition issues while providing authoritative guidance and feedback on independent analysis results to OSW entities and Military Departments. The position requires scrutinizing acquisition decision-making processes and offering expert guidance on integrating Mission Engineering for expanded cost, schedule, performance, and mission effectiveness analyses. This work directly supports the Department's commitment to delivering superior capabilities to warfighters while ensuring responsible stewardship of taxpayer resources. As Director, the incumbent will serve as a critical member of the senior leadership within the office of the DASW (AI2), providing expert support and guidance on diverse issues related to defense acquisitions, program operations, management, and legislative affairs. The position involves supervising assigned office of the DASW (AI2) staff as required while supporting the broader organizational mission. The Director's leadership responsibilities encompass overseeing and supporting special projects as assigned by the DASW (AI2) focused on delivering critical capabilities to warfighters across acquisitions, resourcing, and requirements domains. This involves evaluating program operations effectiveness in meeting established goals and objectives while analyzing proposed changes in mission, operating procedures, and delegations of authority. The Director will build and maintain effective working relationships with internal and external stakeholders, including as directed by the DASW (AI2) Congressional staff, industry partners, and other government agencies, ensuring that DoW positions are clearly articulated and well supported. The legislative portfolio includes reviewing annual Defense Authorization and Appropriations acts and special legislation for provisions specifically affecting assigned missions and portfolios. The Director provides recommendations to the DASW (AI2) to ensure DoW compliance with legal requirements while addressing non-binding Congressional advice and guidance through appropriate channels. This includes preparing DoW responses to General Accounting Office findings and recommendations, developing congressional inquiry responses and testimony materials, and preparing the DASW (AI2) representing DoW on committees, boards, and task forces related to areas of expertise. The Director develops and recommends to the DASW (AI2) implementation of strategic plans for analyzing interoperability across multiple missions and portfolios supported by OSW, ensuring that interoperability within and among U.S. coalition partners is satisfactorily addressed for all warfighting systems. This responsibility includes ensuring effective outreach and influence on requirements process alignment with acquisition processes and A&S priorities while collaborating with Joint Staff and Service stakeholders on major issues affecting DoW acquisition, including requirements, budgeting, and policy matters. Supporting strategic plan implementation, the Director participates in the Planning, Programming, Budgeting, and Execution (PPBE) System for assigned programs while conducting assessments of how congressional actions impact program execution.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: Demonstrated technical and managerial expertise in overseeing the integration of wide variety of data sources, the execution of mission engineering analysis, and providing enterprise-level analytic capabilities to include modeling and simulations to streamline organizations decision making processes. TQ 2: Demonstrated experience in the management, execution and delivery of all aspects of a complex capability delivery or acquisition program, from prototyping and experimentation to fielding, including management of personnel across a variety of acquisition skill sets. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.
