Supervisory Program Specialist
What you'd do
The Supervisory Program Specialist provides senior-level analytical and evaluative support to the Insurance Service Executive Management Officer in assessing the overall effectiveness and efficiency of Insurance Services human resources, initial training programs, developmental programs, training materials development and content, and overall HR and development needs across the organization.
Major duties
Responsible for the human resources management program for insurance, overseeing the full range of human resources requirements to include succession and workforce planning, labor and employee relations, reorganization and realignments, arrangements for recruitment of clerical and professional staff, preparation of job descriptions, performance standards, performance appraisals and awards, maintenance of accurate personnel records and reports, and distribution of information concerning changes in personnel procedures to supervisors. Planning, executing, and overseeing the development and implementation of Insurance Service training curriculum. Plans, develops, executes, and oversees the ultimate assessment of field compliance with the curriculum which is provided to field operations insurance staff, and staff from Insurance service Central Office. Providing guidance and advice on issues associated with technical training. Identifies field training needs through review and analysis of audit findings, surveys, focus groups, and similar tools. Recommending innovative programs and new approaches to improve the effectiveness of training and keep it engaging. Designing and developing insurance training programs, utilizing all appropriate media to include classroom instruction, virtual instruction / distance learning, digital productions, and computer/ web-based training. Designing, developing, and executing competency-based systems and programs, either inhouse, through contractor support, or through support as needed - which includes appropriate oversight of job task analyses, collaboration with contracted or other business line partner resources, and executing on a defined project management plan. Work Schedule: Full time, Monday through Friday Compressed/Flexible: Available (6:00am - 6:00pm). Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 07/30/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level. If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-14 (or higher) and the promotion potential of your current position must be at least GS-14. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: GS-14 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to the GS-13 level or higher. Specialized experience is defined as: (1) planning and coordinating the design and implementation of training and development initiatives for a benefits program or other various government organizations; (2) organizing narrative and statistical information using generally advanced methods to support executive leaders; (3) conducting briefings for short and long term projects that include project plans, progression and recommendations that may impact implementation; and (4) communicating program requirements to external stakeholder that include collaboration with public affairs and other Veteran Organizations. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis. Applicants wishing to receive credit for such experience must indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The position is primarily in an office setting. Some travel may be necessary on occasion for training, meetings, or customer interactions.
