Supervisory Wage and Hour Specialist
What you'd do
This position is located in Branch of Wage Survey. This office oversees management of data use to drive achievement of the agency's mission. In addition, determines prevailing wages for the Davis-Bacon Act and McNamara O-Hara Service Contracts Act, conducts surveys to determine wage and fringe benefit levels for construction workers under the Davis Bacon Act and for service employees under the McNamara O-Hara Service Contracts Act.
Major duties
The Wage and Hour Division (WHD) is an essential labor law enforcement agency responsible for enforcing significant labor laws affecting nearly 150 million workers. Our mission is to protect rights related to minimum wage, overtime, child labor, family and medical leave, employment conditions for migrant workers, lie detector tests, garnishments, prevailing wages on government-funded contracts, labor provisions of several guest worker programs, and more. As a Supervisory Wage and Hour Specialist, you will perform the following duties which are not all-inclusive: Advises on the need for new or revised policies and procedures to effectively and efficiently implement the wage determination program for construction, and develops interpretations and guidelines to assure uniform and consistent gathering of wage data to be used as a basis for issuing wage determinations. Recommends the selection, promotion, or separation of employees in all grades within the office; prepares performances evaluation reports on all subordinate staff; reviews and authorizes application for leave; receives employees' complaints and implements suitable corrective action to resolve them. Provides technical assistance to the Office of the Solicitor in connection with wage determination cases under the DBRA before the Wage Appeals Board; prepares testimony to the Wage Appeals Board, Administrative Law hearings, and court cases. The incumbent utilizes strategic and annual work plans to enhance and provide a complete Wage Survey Program. Maintains liaison with Government contracting agencies, contractors, associations, and labor organizations provides technical advice and guidance on the uniform and consistent issuance and application of construction wage determinations and identifies operating problems that may require modifications to existing procedures and/or cooperative agreements pertaining to wage determinations. Determines resource needs and allocation of resources and accounts for their effective use. Determines the need and develops plans for organizational changes which have considerable impact such as those involving operating costs and personnel positions.
What you need to qualify
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. You must meet the following Individual Occupational Requirements (IOR) and the Specialized Experience to qualify for Supervisory Wage and Hour Specialist: Applicants must meet at least two of the following three specialized criteria requirements: General knowledge of Federal wage and hour labor laws, industrial occupations, wage scales, employment practices, or salary and wage administration practices. Skill in analyzing written/verbal information and numerical data and making decisions on issues based on interviews, records review, reconstruction of missing or fraudulent records and applying legal or regulatory provisions, precedents, and principles to specific investigative matters. Skill in personal contacts requiring the ability to explain requirements or rights and obtain information and cooperation from people with diverse backgrounds and levels of understanding, reconcile conflicting interests, and persuade others to comply voluntarily with requirements. In addition to the criteria specified above, applicants must have knowledge of and ability to apply the provisions of Federal wage and hour labor laws pertaining to wages, hours of work, or related conditions of employment. Examples of qualifying specialized experience include: Developing, interpreting, or applying policies, procedures, and operating standards in determining compliance for an organization or government-based program. Conducting interviews and providing information about laws and/or regulations. Industrial personnel or salary and wage administration or responsible work in a certified public accounting firm. Analyzing or applying labor legislation. Reviewing and evaluating operations and procedures through analysis, audits, or surveillance inspections. Federal, State, or self-regulatory agency work involving obtaining compliance with appropriate program requirements. -AND- Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level, in the Federal Service. Specialized experience includes: 1) Experience applying federal wage and hour laws, such as the Davis-Bacon and Related Acts or Service Contract Act, to administer or oversee wage surveys or wage determinations. 2) Experience interpreting federal labor laws and regulations to provide technical guidance or recommendations to government officials or industry representatives. 3) Experience supervising employees performing wage or labor compliance work, including assigning work, evaluating performance, and resolving employee issues.
