Facility Management Systems Specialist
What you'd do
This position located in Crater Lake National Park, in the Facility Management Division. The purpose of this position is to serve as the Facility Management Systems Specialist with primary responsibility for the Facility Management Software System (FMSS).
Major duties
The major duties of the Facility Management Systems Specialist position include, but are not limited to, the following: Determine the condition of park assets through annual, comprehensive, parametric, and lifecycle assessments and prepare cost estimates to support facility maintenance and project decisions. Prepare statements of work and serve as Contracting Officer's Representative (COR), overseeing contractor progress, quality, and compliance with contract specifications Build, maintain, and report facility project and asset data using the Facility Management Software System (FMSS), the Cost Estimating Software System (CESS), and related park systems. Develop schedules and business practices for the orderly accomplishment of program and project work and accurate data reporting. Duties will be developmental in nature when filled below the full performance level.

Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Probationary As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. To qualify for this position at the GS-09 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: participating in determining the condition of park assets, including annual, comprehensive, and parametric assessments, lifecycle assessments, and daily work findings using established guidelines; preparing statements of work for park projects; serving as a Contracting Officer's Representative (COR); observing contractor progress and quality of work to ensure contract specifications are met; using database management programs to maintain data and synthesize information into graphic and other report formats; preparing and presenting reports to management from software programs for park operational, fiscal, and planning purposes; and working with park staff in developing park facility projects. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include your resume with hours worked per week annotated, as well as transcripts. To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: independently determining the condition of park assets through annual, comprehensive, parametric, and lifecycle assessments using established guidelines; preparing statements of work and serving as a Contracting Officer's Representative (COR) overseeing contractor progress, quality, and compliance with specifications; developing and maintaining facility project and asset data in the Facility Management Software System (FMSS), Cost Estimating Software System (CESS), and Project Scoping Tool; preparing construction cost estimates and applying the appropriate fund sources to projects; and preparing and presenting operational, fiscal, and planning reports to management to support facility investment decisions. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You must include transcripts. - -OR- Successful completion of a combination of education and experience as described above. You must include your resume with hours worked per week annotated, as well as transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
