About the Position: This position is located at Bassett Army Community Hospital in Fort Wainwright, Alaska. This is a Direct Hire Solicitation. Federal employees in Alaska are currently entitled to receive a 1.49% Cost of Living Allowance (COLA) in addition to the base salary. This is subject to change.

Major duties

Maintain personnel and manpower files to advise management on organizational resources issues. Utilize civilian human resources databases to develop internal standard operating procedures. Advise managers on various internal Civilian Human Resources programs to ensure compliance with regulatory procedures. Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Review, plan, and implement organizational changes to ensure recommendations follow regulatory requirements. Participate in higher headquarters conferences and training to ensure alignment with organizational priorities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes, providing personnel program management support for an organization, optimizing resources and civilian human capital by improving the recruitment and retention of civilian personnel, and advising and managing civilian personnel programs and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-[insert 11 or above]). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
