What you'd do

The position is in the Bureau of Global Public Affairs (GPA), Office of Platforms, Technical Division. This position serves as a senior Management and Program Analyst responsible for leading and overseeing complex, mission-critical programs supporting enterprise digital platforms and public-facing systems, integrating program management, technical oversight, and policy considerations to ensure the successful delivery, performance, and security of large-scale digital services.

Major duties

Develops strategies for resolution of systemic and individual problems; identifies deficiencies in existing programs. Plans, organizes, and leads complex studies and strategic initiatives to evaluate enterprise digital platforms, assess program effectiveness, and develop recommendations supporting platform modernization, operational improvements, and priorities. Oversees the development of bespoke digital solutions, including custom-built platforms, automation capabilities, and data-driven applications. Provides expert guidance to senior leadership on enterprise digital platform strategy, modernization priorities, technical and operational risks, and the integration of digital capabilities into mission operations. Builds and maintains collaborative relationships across Bureaus and identifies opportunities to improve program outcomes through innovation, efficiency, and cross-organizational coordination.

What you need to qualify

Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in leading and overseeing enterprise digital platform programs that support large-scale public-facing websites and digital services with national and global reach, encompassing platform modernization, operational performance, reliability, and strategic planning. Experience developing and implementing cloud-based, web, and distributed technology solutions to improve scalability, cybersecurity, performance, and cost efficiency. Experience advising senior leadership on digital modernization initiatives, technical risks, resource allocation, and emerging technologies. Experience managing contractor-supported technical programs and coordinating cross-functional teams to achieve organizational objectives. Experience planning, overseeing, and evaluating the development of custom digital solutions, automation capabilities, and data-driven applications to meet organizational needs. There is no substitute of education for specialized experience for the GS-14 position.
