SUPERVISORY IT SPECIALIST
What you'd do
You will serve as a Supervisory IT Specialist in the US NAVAL COMMUNITY COLLEGE.
Major duties
You will serve as the Product Owner and Manager of Learning Ecosystem, encompassing the Learning Management System (LMS), Student Information System (SIS), data warehouses, reporting tools, student portals, and data exchange integrations. You will direct the research, design, development, testing, and continuous innovation of the learning ecosystem, with a strong emphasis on best-in-class Commercial Off-The-Shelf (COTS) and Software as a Service (SaaS) technology. You will provide expert technical direction and oversight to project managers, engineers, IT professionals, and contracted business support staff to ensure projects are executed on schedule and within fiscal constraints. You will maintain deep expertise in current and emerging distance learning technologies, including mobile platforms, Massive Open Online Courses (MOOCs), Competency-Based Education (CBE), and asynchronous learning modalities. You will direct the preparation of critical program documentation for systems engineering and acquisition and advise USNCC leadership on technology trends and policies impacting the ecosystem. You will ensure all systems compliance and adherence to organizational requirements, including FedRAMP approvals, IT regulations, records administration, in performing job duties. You will provide full technical and administrative supervision of team members.
What you need to qualify
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition, to meeting the four competencies listed above, you must possess one year of Specialized Experience at the GS-13 grade level. Specialized Experience must demonstrate the following: 1) Design, develop and maintain systems to support the university's learning ecosystem (e.g., learning management system, student information system, student portal, reporting tools and data warehouses); 2) Collect documents and prioritize user requirements to support the development and delivery of the learning ecosystem; 3)Provide technical direction, leadership and oversight of engineering and design contracts to deliver and maintain the learning ecosystem; and 4) Ensure appropriate oversight of its project managers, engineers, technicians, IT professionals, and business support to develop the Learning Ecosystem.
