What you'd do

This Branch Chief position is located in the Office of the Chief Human Capital Officer (OCHCO), Workforce Relations Branch (WRB). The WRB provides human resources management (HRM) consultation and advisory services to the National Science Foundation (NSF) Employee Relations Programs, and the Performance Management Programs.

Major duties

As the Workforce Relations Branch Chief, you will perform the following duties: Manage and oversee the administration, continuous improvement, and strategic direction of employee relations programs, ensuring effective implementation and alignment with NSF and federal-wide objectives. Provide Senior Leaders with expert recommendations that shape the direction of employee relations programs and outcomes. Provide authoritative guidance to managers and employees, advising on complex issues involving conduct, performance, disciplinary actions, grievances, and appeals. Represent NSF in high-level consultations, negotiations, and third-party proceedings with external federal agencies, advocating NSF's interests and communicating agency positions on employee and labor relations policy and practice. Lead the development, review, and interpretation of employee relations policies, procedures, and guidelines, conducting comprehensive analyses to assess their impact and ensuring alignment with organizational objectives and regulatory requirements. Supervise a staff of Human Resources Specialists, by planning and assigning work, evaluating performance, providing guidance, resolving complaints, and identifying training needs to ensure effective team performance and high-quality HR services. Other duties as assigned.

What you need to qualify

To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in the federal service leading, managing, and advising on complex employee relations programs and policies which have agency wide impact. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
