What you'd do
The incumbent is a Program Analyst in the Neurology Service at the Indianapolis VA Medical Center. The incumbent supports all Neurology service clinical and administrative operations. This will be a Detail or Temporary Promotion Not-to-Exceed 120 days and may be terminated at any time at the discretion of Leadership. **Detail NTE 120 days**
Major duties
Duties include but are not limited to the following: Plans and conducts research on substantive issues of moderate scope and impact to assess the effectiveness of Neurology program operations. Performs, oversees, monitors, and analyzes administrative programs including scarce medical contracts, equipment contract development, implementation and oversight, participation in general administration activities, and monitoring/reporting of performance data and clinical operations. Leads analysis and implementation of workforce planning initiatives, including staff labor mapping, person class assignment validation, and capacity modeling to ensure clinical resources are aligned with patient demand. Recommends staffing model adjustments based on data analysis and operational requirements. Analyzes, extracts, summarizes, and identifies significant trends and issues. Forecasts and estimates program requirements and prepares program reports, justifications, charts, graphs, statistical and narrative data, and recommendations for presentations and briefings to management. Prepares Biennial Market Pays for all Neurologists, including researching current salary and wages within the market and requesting adjustments when necessary. Performs comprehensive clinical practice management analysis, including evaluation of panel management, template utilization, and clinic grid optimization. Develops and monitors the yearly Neurology budget, ensuring compliance with current guidance and alignment with operational needs. Serves as the Neurology resident timekeeper, following OAA timekeeping regulations and validating resident time. Maintains familiarity with Federal and VA contracting rules, processes, and methodologies and serves as a contracting officer's representative (COR). Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: independently conducting analytical research on clinical and administrative program operations; collecting, validating, and evaluating complex data to assess program effectiveness; and identifying significant trends to support operational decision-making. Experience also includes preparing comprehensive reports, briefings, charts, and analytical products that communicate findings and recommendations to management. Duties at this level involve monitoring and analyzing program performance, resolving data discrepancies, and contributing to improvements in workflow, staffing alignment, budgeting, contract administration, and clinical operations. Specialized experience further includes participating in and leading studies evaluating organizational processes, ensuring compliance with Federal and VA policies, and completing analytical assignments with a high degree of independence. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as follows: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending.
