What you'd do

This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and llfecycle management of all non-expendable (NX) equipment in the assigned area(s).

Major duties

Ensures equipment accountability and appropriately managed, assigned and monitored. Schedules and conducts physical inventories Maintains accountable property and receipt inventories Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase durable medical equipment Analyzes data impacting procurement decisions Conducts market research on product pricing and performance Research and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns Utilizes performance measures to conduct forecasting and quantitative analysis. Identifies and rectifies asset management issues Conducts short, mid and long-term advanced planning for non-expendable assets. Utilizes inventory principles, standard, and non-standard methodologies, and concepts to determine need to intervene in the supply system. Analyze and advise on equipment purchase recommendations Initiate and reviews reports for lost, damaged, or stolen property Research alternative sources for equipment procurement Dispose of surplus or excess property Coordinates final disposition on non-expendable assets Participates in facility strategic planning Advises and informs stakeholders concerning the management, control and accountability of equipment in use. Trains and assists on equipment acquisition, disposal, scanning, and tracking of equipment Maintains equipment inventory lists Ensures accuracy of all personal property records and property documents Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions Maintain inventory management and control of non-expendable assets Utilize automated property management systems to manage facility property acccoubntabiulity program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property Research and develop solutions to complex problems Traces sequences of inventory management transactions to resolve questions Recommend action to eliminate problems involved in delivering services to inventory customers or in implementing policies Manage the property management program and determine the means and methods to resolve issues and improve operations. Formulates improved inventory management procedures and practices Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-05; For a GS-9 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify for the GS-7 based on your experience and/or education as described below: Specialized Experience GS-7: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system; determining required sources of equipment, purchase card program and simplified acquisition procedures; using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems; researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree to qualify at the GS-07 level. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation You may qualify for the GS-9 based on your experience and/or education as described below: Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations; determining required sources of equipment, purchase card program and simplified acquisition procedures; researching and analyzing information to include tracing sequences of inventory management transactions; and advising on the management, control and accountability of equipment in use. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
