Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! Major duties

NF3: The incumbent provides information to employees on Group Health, Dental & Life Insurance, 401(K) Savings Plan, Group Retirement Plan, Family Medical Leave Act (FMLA), Leave Donations, and Employee Performance and Length of Service Awards Program. Maintains a high degree of contact with employees and provides advice and assistance to employees regarding onboarding, offboarding, transfer of employee. Conducts research and identifies and explains benefit or pay related issues. Conducts orientation classes and Qualifying Life Event, Offboarding, or retirement briefings. Reviews related rules, regulations, and internal instructions for comments. Explain rules and regulations to employees pertaining to assigned functions. NF4::Performs the same NF-03 duties in addition to the following: Uses statistical methods to collect, compile and present numerical personnel data. Uses general knowledge of the personnel specialty areas to determine how to best obtain required data, identify how errors could arise in reporting and gathering data, when bias in information exists, whether coverage is adequate, and what trends exist. Assembles and compiles statistical reports dealing with manpower utilization, status of work projects, cost of operations and similar information. May post information from PeopleSoft report formats to various documentation. Recognizes significant changes from past reports. Checks change with sources of information to verify accuracy of data. Reviews, edits and drafts Marine Corps-wide policies, directives, instructions, impacting NAF bargaining unit employees; reviews, edits or drafts plans and procedures for new programs or changes to existing programs in the form of Marine Corps Orders, Letter of Instructions, and/or MARADMINs. Provides comments and recommendations which assure the needs of the Marine Corps are fully expressed. Verifies current, new, and transferring employees and contractors background levels to ensure that they have a background check commensurate with their position and if needed initiate a new background check investigation. Will verify background levels in order to complete the background verification for the SAAR form. Maintains and performs routine audits of personnel security files. Maintains electronic record quality control. Coordinates with various installations, and State and Federal authorities to obtain records and clarify security requirements and investigation statuses. Tracks fingerprint processing and investigation adjudication statuses through federal systems of record and ensures local records are updated accordingly. Have the ability to understand the process and procedures for Childcare Background Verification inspections and be able to compile and analyze the data to ensure compliance and report any issues to the Childcare inspection team. Serves as a subject matter expert (SME) on military spouse employment and relocation in support of the Talent Management Team. Acts as the SME for military spouses hiring initiatives, preferences, and employment support. Serves as a liaison between HR departments and military spouse communities to promote awareness and accessibility of employment opportunities. Represents the organization at conferences, panels, and briefings related to military spouse employment. Conducts regular audits of the Marine Corps NAF Relocation Tool to ensure proper application and data integrity. Meets one-on-one with HR representatives to interpret tool data and guide appropriate follow-up actions. Provides training and documentation to HR teams on best practices for utilizing the tool. Delivers presentations and briefings to internal and external stakeholders on military spouse hiring preferences and relocation policies. Facilitates workshops or webinars to educate HR professionals on compliance and engagement strategies. Attends relevant conferences, symposiums, and events to stay informed on evolving policies and practices. Networks with other military branches, federal agencies, and advocacy groups to share insights and strengthen partnerships. Must have a strong understanding of military spouse employment challenges and federal hiring preferences. Excellent communication and public speaking skills; comfortable presenting to diverse audiences. Ability to analyze data and translate findings into actionable HR strategies. Willingness to travel for conferences and official engagements. Assess and identify training needs for local commands. Create PowerPoint training slides, facilitate training and develop job aids. Facilitates presentations at conferences/seminars as requested. Presents briefings to senior level leaders, managers, supervisor and employees (if applicable) on status, plans and trends. Drafts guidebooks, newsletters, web pages and other forms of communications designed to ensure specialists and managers have the latest information and guidance. Performs other related duties as required.

What you need to qualify

MINIMUM QUALIFICATIONS NF3 NAF HR experience preferred. Must have at least three years of experience working in a Human Resource Office OR must possess practical knowledge and skills in personnel procedures, rules, and regulations. An appropriate combination of education and experience that demonstrates knowledge and skill in the different facets of Human Resources or similar role. Excellent interpersonal skills. Ability to communicate orally and in writing. Excellent organizational skills and attention to detail. Ability to manage multiple tasks, and the flexibility to adapt with changing requirements. This is a white-collar position where occasional lifting up to 20 lbs. may be required. Must successfully obtain and maintain a favorable background investigation at the Tier III level. MINIMUM QUALIFICATIONS NF4: Minimum of 1 year experience equivalent to the next lower grade level NF-03. NAF HR experience required. Bachelor¿s degree from an accredited college or university in human resources management, communication, or a related field appropriate to the work of position is preferred AND three years of experience working with human resources issues, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above working with complex Human Resources issues, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill mentioned above or similar role. Must have skill applying Human Resources Management principals, concepts, laws and regulations. Must have skill to serve as an advisor/consultant to Marine Corps field installations on complex Human Resources policy issues. Ability to review policy and procedures to ensure consistency in their application; recommending modifications. Skill to provide authoritative advisory services and develop authoritative policy interpretations. Must have the ability to deal with high level Marine Corps officials and officials of other organizations in briefings, consultations, and/or other difficult situations. Oral and written communication skills sufficient to communicate with all levels of customer and managers in a professional and effective manner. This is a white-collar position where occasional lifting up to 20 lbs. may be required. Must successfully obtain and maintain a favorable background investigation at the Tier III level.
