NOTE: NG T32 employee selected for this position will not have the right to return to their former Dual Status (DS) military technician position after conversion to NG T5. DUTIES: As a SEXUAL ASSAULT PREVENTION RESPONSE VICTIM ADVOCATE (SAPR VA) (NGT5920000), GS-0101-11, you will serves as the Sexual Assault Prevention and Response (SAPR) Victim Advocate (VA) as the primary SAPR program victim assistance resource at the installation for all supported tenant commands in high concentration areas. The SAPR VA provides sexual assault victim advocacy and a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented. This includes accepting Restricted and Unrestricted Reports of sexual assault, providing referrals, and informing victims of their options. Advocacy support includes risk screening, ongoing non-clinical safety assessment and planning, and needs assessments for adult victims of sexual assault. The SAPR VA reports to, is supervised, and evaluated by the Supervisory Principal Sexual Assault Response Coordinator (SARC). PHYSICAL DEMANDS: The work is primarily sedentary. No special physical demands are required. There may be some walking, standing, bending, and carrying of light items. No special physical effort or ability is required to perform the work. WORKING ENVIRONMENT: The work area is adequately lighted, heated, and ventilated. The environment involves everyday risks or discomforts that require normal safety precautions. SELECTED FACTOR: (Minimum Requirements) Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences (copy of the official transcript showing conferred Degree must be submit with the application). OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year in the occupational series code 0101 at the next lower-level GS-11 or THIRTY-SIX (36) months of specialized experience performing or supervising duties such as performing essential victim service, advocacy, and support duties; providing a non-clinical response that is trauma-informed, gender-responsive, culturally responsive, and recovery-oriented, and without prejudice; demonstrating understanding of trauma related and related complexities; applying basic strategies including developing rapport and actively listening, crisis intervention support, and comply with mandated timeframes; conducting mandated initial risk screening; non-clinical safety assessment and planning; and coordinate medical, legal, and civilian and military law enforcement resources; coordinating which cases can be managed independently with the SARC, employing judgement and problem-solving skills; completing the Defense Department (DD) Form 2910 and other official Department of Defense (DoD) forms as applicable; taking sensitive care of handling personally identifiable information when it is disclosed, as well as covered communications; implementing mandatory standardized risk screening protocols to address immediate risk and safety concerns and apply strategies; providing assistance in securing medical treatment for physical and psychological injuries; safe shelter; protective orders; support before, during, and after trials; educational services; transportation; financial services; and any other services identified and requested by the victim; preparing and submitting to the SARC the "Victim Advocate Recommendations to the Commander" package within 24 hours of all Unrestricted Reports being filed; ensuring victims have an understanding of what military and civilian resources are available, what each resource can provide for the victim, and limitations and/or exceptions; developing and maintaining ongoing working relationships with available military and civilian resources; developing detailed case management plans with short and long-term goals and objectives and engage in ongoing support activities tailored to the victim's needs; assisting the SARC in the management and maintenance of up-to-date case files in Defense Sexual Assault Incident Database; ensuring compliance with legal, privacy, and organizational policies and victim advocacy professional standards within the applicable timeframes per guidance; assisting the SARC with developing and collaborating with relevant stakeholders on SAPR public awareness campaigns and assisting the SARC with ensuring that outreach efforts align with the SAPR program's strategic goals as assigned by the Supervisory Principal SARC; assessing if the victim has been sexually harassed or if the sexual assault was perpetrated by an intimate partner and assisting the victim using the "No Wrong Door" approach to get the victim to the more appropriate service provider; collaborating and consulting with other SAPR personnel in the state to ensure efficient service delivery, manage caseloads, and meet reporting requirements; facilitating the planning, scheduling, and delivery of SAPR training for diverse stakeholders and local populations delegated by the Supervisory Principal SARC in compliance with DoD and Service policy; establishing and maintaining connections with internal and external stakeholders, including law enforcement, legal professionals, healthcare providers, Chaplains, Integrated Primary Prevention Workforce members, leaders, and community organizations.
