Program Analyst (Lead)
What you'd do
About the Position: Serve as a senior Program Analyst (Lead) with responsibility for the programming process, to include formulating, justifying, and executing the programs which consist of: Operations and Maintenance, General; the maintenance category of the Flood Control, Mississippi River and Tributaries; and the Flood Control and Coastal Emergency and National Emergency Preparedness Programs appropriation.
Major duties
Maintain records and monitors the progress of the planning, engineering, and construction effort for assigned project work Request and justifies numerous reprogramming actions requiring commitment of funds. Lead a team in balancing the workload to accomplish the everyday tasks Maintain contacts with all elements of the District and Division personnel to obtain and provide information on Division's programs Ensure facility account cost is distributed monthly Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations. Respond to inquiries on fund issues in an effort to resolve at the lowest level.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. One year of specialized experience which includes: Working with automated financial management systems; Developing budgetary proposals and/or changes; AND Conducting studies to evaluate and recommend ways to improve the productivity, effectiveness, and efficiency of operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
