About the Position: Serves as the LEMC technical expert for missile/munitions demilitarization (R3 processes). Manages the Capital Investment Program (CIP) and vehicle fleet. Acts as Contracting Officer's Representative (COR) for equipment procurement, defining specs and evaluating contracts. Reviews equipment utilization, manages property accountability (DPAS/TDA), and collaborates with DoD/industry partners.
Major duties
Serve as the primary technical expert for missile and munitions demilitarization, Resource Recovery and Reuse (R3) processes, and emerging technologies. Manage the Capital Investment Program (CIP) and act as the principal liaison for equipment projects and program evaluations. Perform Contracting Officer’s Representative (COR) duties, including defining technical specifications, conducting market surveys, and monitoring contractor performance. Analyze equipment utilization, repair, and replacement records to justify the acquisition of new machinery or the turn-in of obsolete assets. Administer the activity’s GSA vehicle fleet, coordinating maintenance, monitoring utilization, and scheduling timely replacements. Coordinate the Table of Distribution and Allowances (TDA) for non-expendable equipment and manage data input within the Defense Property Accountability System (DPAS). Brief senior leadership and military officials from the Army, Navy, and Air Force on production capabilities and strategic teaming arrangements.

Specialized Experience: One year of specialized experience which includes maintaining, refurbishing, troubleshooting, and or processing equipment or components and ensuring functional readiness or required maintenance has been completed. Gathering info and communicating equipment justifications for equipment maintenance projects adhering to scheduling timelines. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
