Major duties
As a Management Analyst, you will: Conduct in-depth studies of management problems to determine the extent of needed changes and/or modifications to existing programs and prepare reports recommending or proposing remedial action for the Associate Chief Counsel (ACC) or referral to the Chief Counsel in appropriate cases. Coordinate and prepare responses to requests for information from Chief Counsel's Office or the ACC from information independently obtained or maintained. Analyze complex issues and draft various memoranda and documents as assigned. Work with reviewers to produce final memoranda and coordinate with other offices as required. Provide assistance and guidance to Income Tax and Accounting (ITA) employees in working with the Electronic Files or troubleshooting any issues and concerns in setting up the Electronic Files. Serve as the principal point of contact and coordinator on all aspects of Electronic Counsel Inventory Tracking Environment (eCITE) and ensure timely and accurate input into eCITE operating environment, assist in the development and evolution of systems, and develop reports to analyze inventory trends. Develop detailed plans and goals for the implementation and administration of ITA's eCITE programs. Work with the Executive Assistant and Administrative Officer to ensure that managers are monitoring timeliness and other performance measures. Monitor and evaluate eCITE systems as they relate to the needs of the office. Identify areas in need of improvement; develop and conduct studies concerning the areas in question and make recommendations for changes resulting in approved system(s). Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify for this position of Management Analyst you must meet the qualification requirements listed below by the closing of this announcement: For GS-09: Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Assisting in analyzing and evaluating the effectiveness of program operations. Participating in the design, development, implementation, or maintenance of control systems for information and automated tracking upgrades, and administrative project changes. Performing database support, data entry, or troubleshooting for automated information systems. Providing technical support and user assistance for legal tracking or management information systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education Substitution: You may substitute education for specialized experience as follows: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Qualifying fields of study include: Public Administration, Management, and Finance. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions. NOTE: If qualifying based on education, your transcripts will be required as part of your application package. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
