The Information Technology Specialist (Business Analyst) position in the Administrative Office of the U.S. Courts, Office of the Deputy Director, Case Management Modernization Program Office (CMM). CMM drives change management and adoption practices to achieve delivery of a modernized, efficient, and secure case management environment.
Major duties
The Administrative Office of the U.S. Courts, Office of the Deputy Director, Case Management Modernization Program Office (CMM) is seeking an experienced Information Technology Specialist (Business Analyst) to join its team. This position reports to the CMM Chief Product Manager. The Business Analyst supports the CMM in system design and development efforts by providing business analysis, documenting functional and non-functional requirements, conducting impact analysis, and business process analysis for one or more CMM software products. The incumbent works with product owners to decompose epics and features into user stories, define acceptance criteria, manage the product backlog, research bugs, and prioritize requirements. The incumbent provides support to the office in an Agile environment and serves on one or more Agile teams composed of IT professionals (both government employees and contractors) and may require interactions with internal partners, courts, defenders, probation and pretrial services offices, and administrative staff in both a technical and business perspective. The incumbent must have experience performing business analysis, writing user stories and acceptance criteria, eliciting functional and non-functional requirements, documenting business processes, and working in an agile environment. The candidate should have familiarity with the Scaled Agile Framework (SAFe). The duties of the position include, but are not limited to: Consulting with product owners, customers, key stakeholders, or end users to elicit and specify requirements. Developing requirements into user stories and acceptance criteria. Facilitating product backlog refinement and prioritizing requirements and user stories. Assisting the product owners in defining the product scope, vision, and roadmap. Providing system analysis and subject matter expertise on issues and bugs. Conducting business process analysis, workflow analysis, and business process reengineering. Working closely with all CMM divisions to improve efficiency and effectiveness. Interacting with internal and external stakeholders, IT specialists, contractors, and others to develop and implement optimal technical solutions given time, budget, and cost constraints. Working with product owners, program managers, developers, testers, and end users to ensure application designs meet business requirements. Providing technical assistance and guidance through performing gap analyses, workflow analysis, Analysis of Alternative (AoA) studies, business process modeling, wireframes, and story boards. Leading and providing support for product demonstrations.
What you need to qualify
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Gathering, eliciting, analyzing, and documenting business requirements from stakeholders in an Agile environment. Performing business process modeling to visually map workflows prior to coding or system implementation, identifying process bottlenecks and redundancies, and facilitating alignment between business requirements and IT systems. Translating business requirements into functional and technical specifications. Identifying gaps between current processes and desired outcomes and recommending process improvements. Highly Desired: Working in an Agile IT organization, participating in iterative development processes, and collaborating with cross-functional teams. Operating in federal or regulated environments where traceability, compliance, and risk-aware delivery. Experience working in JIRA software.
