What you'd do
The Office of Inspector General (OIG) is an independent office within the Department of Agriculture whose mission is to ensure economy, efficiency, and integrity in the U.S. Department of Agriculture (USDA) programs and operations through the successful execution of audits, investigations, and reviews.
Major duties
Works as a member of a team to perform a variety of technical auditing engagements that are structured to provide the incumbent with experience in the application of auditing principles, procedures, and techniques. Conducts research and gathers information through observation, interview, record review, and other available sources (i.e. applicable laws, directives, manuals etc.). Tests and analyzes data to verify that it is complete, applicable, and sufficient to meet objectives of the audit test procedure or the audit engagement in general. Summarizes data to identify patterns, trends, recurrences and prevalences. Applies sound auditor judgment and develops findings that are supported by evidence and makes recommendations for corrective action(s) that are viable. Identifies and reports any unusual or questionable accounting or program practices, procedures, or operations. Prepares clear and concise audit documentation, audit products, and other written/electronic products, and assists the lead auditor in writing segments of draft and final audit reports. Effectively plans and prioritizes individual workday to remain actively engaged and works to meet task assignment completion timeframes. This includes planning and prioritizing individual work in relation to other engagement team members and work unit colleagues to foster a productive group/team environment.
What you need to qualify
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Individual Occupational Requirement: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. or Combination of education and experience: at least 4 years of experience in Performance/Financial Auditing, or an equivalent combination of performance/financial auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. In Addition to the IOR above you must meet the Specialized Experience below for the respective grade: SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one (1) year of specialized experience at the next lower gradeGS-05. Specialized experience is described as working as a trainee accountant or auditor performing basic audit and/or accounting tasks or duties or shadowing a coworker in the examination of routine financial documents, files, or casework. SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower gradeGS-07. Specialized experience is described as 1) Providing a professional conventional knowledge of the theories, practices, methods, and techniques of auditing (accounting). 2) Using knowledge of laws, regulations, policies, and practices pertinent to financial programs. 3) Researching, analyzing, and evaluating data. 4) Communicating effectively verbally and in writing. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower gradeGS-09. Specialized experience is described as professional, comprehensive knowledge of theories, practices, methods, and techniques of accounting and auditing; and knowledge of organizational or program practices, policies, and functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS (GS-07): Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS (GS-09): Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS (GS-11): Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
