What you'd do

As a Program Analyst within Requirements Development and Management (RDM), Strategic Investment Management (SIM), the incumbent is responsible for assessing requests from Veterans Health Administration (VHA) customers that deal with enhancements to existing health information technology (IT) solutions, or the creation of new solutions. This announcement may be used to fill multiple vacancies.

Major duties

Major duties include but are not limited to: Develops business requirements that adhere to the business requirements management plan, the quality management plan, and change management policies as appropriate. Manage the business and functional requirements of highly complex information technology projects. Facilitates the initial assessment of new service requests for IT development projects and captures high level business needs necessary to determine acceptance of the request for further analysis. Solicits participation of business owners and subject matter experts in defining and validating business requirements and ensures the customer, business owners, and stakeholders are kept abreast and involved through the business requirements work effort. Utilizes quantitative and qualitative methods to analyze and evaluate the effectiveness of projects and investments in meeting VHA, VA business owner, and SIM goals and objectives. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 08:00-04:30p Compressed/Flexible: May be available. Telework: Yes-as determined by the agency policy. Will be required to report to either a VA Facility. Agency/VA approved leased space, or anyfederal buildingdesignated by VA unless an approved exemption is granted. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11.For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience GS 12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrates experience in business analysis. Demonstrated experience of professional experience in eliciting, documenting, validating and prioritizing health information technology business and clinical requirements. Specialized Experience GS 13: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery in eliciting, analyzing, documenting, validating, and prioritizing business and clinical requirements for large-scale or enterprise health information technology programs, including experience facilitating discussions with clinicians, technical teams, program leaders, and customers to resolve complex issues.
