PROGRAM ANALYST
What you'd do
You will serve as a PROGRAM ANALYST in the Fiscal Policy Division (SEA 01G) of the Comptroller Directorate (SEA 01) of NAVAL SEA SYSTEMS COMMAND.
Major duties
You will be responsible for leading the Business Financial Management (BFM) Competency function. You will serve as the primary subject matter expert for the NAVSEA workforce to include the Portfolio Acquisition Executive (PAE) organizations aligned with NAVSEA, providing strategic oversight, guidance, and direction on all BFM-related matters. You will oversee the BFM Competency, the DoW FM Certification Program for over 400 financial analysts, the SEA 01 Financial Management Career Program (FMCP). You will develop and implement Standard Operating Procedures (SOPs), monitoring program metrics, and ensuring compliance with OSW standards. You will act as a key liaison between trainees, supervisors, and senior leadership. You will represent the NAVSEA BUS-FM Competency on the Advisory Board, brief leadership on critical issues, and coordinate with internal and external organizations to support mission requirements. You will provide direction and oversight to BFM Competency support contractors, manage team communications, and facilitate working groups to achieve strategic objectives.
What you need to qualify
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and overseeing business financial management program to provide strategic oversight, guidance, and direction in support of Navy mission requirements.
