Budget Analyst
What you'd do
This position is located in Dinosaur National Monument, in the Division of Administration. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately February through mid-January, and you will be in a non-pay status for the remainder of the year (one pay period / 2 weeks).
Major duties
Plan, implement, analyze and administer budget and financial activities for annual, multi-year, and no-year appropriations. Interpret and apply federal laws, regulations, and policies dealing with financial management activities. Establish effective operational procedures to ensure financial accountability for a variety of fund sources. Provide administrative support across a variety of governmental applications, databases, and systems. Government housing may be available at Dinosaur National Monument. No housing available in Fruita. Duties will be developmental in nature when filled below the full performance level. What you need to qualify
All qualifications must be met by the closing date of this announcement-08/07/2026-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). (NOTE: GS-05 Budget Assistant/Technician work is NOT creditable, but GS-06 experience may be qualifying). Examples of specialized experience includes activities such as: developmental experience entering budget programming data in a computerized system of record; comparing program expenses against budget plans and documenting exceptions; reconciling payroll; reallocating expenses as needed, requesting or establishing accounts in an electronic accounting system according to established procedure; entering transactions for accounts receivable or accounts payable; making purchases on a government purchase card in accordance with regulation and policy; using automated computer systems to query data and generate documents or reports such as systems to track and manage cash, inventory, or commodities, or systems to generate reservations, permits, or approval documents for authorized activities. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full academic year (18 semester hours or 27 quarter hours) of graduate level education towards a major in business administration, accounting, marketing, business law, finance, or other position-related fields. IMPORTANT NOTE: If you are using education to qualify you must submit a copy of your transcripts. -OR- SUPERIOR ACADEMIC ACHIEVEMENT: Must have a directly related bachelor's degree AND Superior Academic Achievement. (Superior Academic Achievement. (SAA) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. (1) Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (2) Grade-point average (G.P.A.)--Applicants must have a grade-point average of: (A) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (B) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Election to membership in a national scholastic honor society. Applicants can be considered eligible based on membership in one of the national scholastic honor societies. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Membership in a freshman honor society cannot be used to meet the requirements of this provision. For example, I have 6 months of the specialized experience described above (50% of the experience requirement), and 9 semester hours of directly-related graduate level college study in an accredited institution (50% of the qualifying education). To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). (Note: GS-07 Budget Assistant/Technician work is not generally creditable, but experience at the GS-08 may be qualifying). Examples of specialized experience includes activities such as: Applying established principles and practices of budget execution to identify sources for meeting organizational requirements and ensuring proper allocation of resources; Familiarity with established processes for handling budgetary and accounting documents, including transferring funds between accounts and processing transactions in compliance with applicable regulations and policies; Providing financial management advice and assistance to staff on department budgets, program budgets, allowances in financial systems, and requests for funds analysis; Using financial and budgetary software tools to accurately process accounting documents, analyze cost data, and monitor fund status to support organizational decision-making; Using oral and written communication skills to articulate ideas clearly, grasp complex concepts, and exercise sound judgment in situations requiring reflection, consultation, and evaluation within established time constraints. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two full years of progressively higher-level of graduate level education leading to a master's or equivalent graduate degree in business administration, accounting, marketing, business law, finance, or other position-related fields. The total education offered to meet this provision must have provided the applicant with the knowledge, skills, and abilities required to successfully perform the work of this position. (Eighteen semester hours or 27 quarter hours or the number of credit hours the school attended has determined to represent 1 year of full-time study is considered to be equal to 1 full year of graduate education.)
