What you'd do
This position serves as the Fleet Manager in the Business Office for the Veterans Affairs (VA) Albany Samuel Stratton Healthcare System. The Albany Samuel Stratton Healthcare System includes Catskill, Clifton Park, Fonda, Oneonta, Saranac Lake, Westport, Glens Falls, Kingston, Plattsburgh, and surrounding areas This position is responsible for managing and directing the Transportation and Grounds staff in all locations.
Major duties
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Ensures the safe and successful transportation of patients, medical supplies, and laundry daily. Manages and operates a complex fleet of motor vehicles ranging from subcompact sedans and hybrids to heavy trucks, busses, para-transit vehicles, and special purpose vehicles. Develops detailed programs for the service, storage and maintenance of the equipment and its usage. Directs motor vehicle services and related support to all activities within the facility. The activities at these facilities are varied, sensitive, and complex. Plans, direct and administers the complete maintenance program for standard and a variety of special purpose vehicles. Arranges for type and quantity of required vehicles. Administers contracts, ensuring adherence to all terms for the Fleet Center. Coordinates all maintenance requirements and directs service station operations for the area. Oversees major and nonstandard vehicle modifications and all vehicle accident repairs and/or recommendations for uneconomical repair determinations. Performs other duties assigned. This position includes Selective Placement Factors (SPF). SPF's are a prerequisite to appointment and represent minimum requirements for the position. Selective Placement Factors (SPF): Possess experience in developing, managing, and overseeing fleet programs and operations that includes scheduling, acquisition forecasting, budget formulation and execution. -AND- To qualify for this position at the GS-11 level, you must meet the following qualification requirements: SPECIALIZED EXPERIENCE: Possess one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: Managing and operating a complex fleet of motor vehicles ranging from subcompact sedans and hybrids to heavy trucks, buses, para-transit vehicles, and special purpose vehicles; tracking operational costs like fuel and repairs; tracking and optimizing a vehicle from initial acquisition to final disposal; monitoring the budget and cost tracking, compliance oversight, long-term planning, safety and risk mitigation, utilization optimization; administering contracts and utilizing a variety of computer applications to prepare correspondence and fleet data reports. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPTS REQUIRED) -OR- COMBINATION OF EXPERIENCE AND EDUCATION: Possess equivalent combinations of education and specialized experience (as described above) to meet the requirements at the GS-11. (TRANSCRIPTS REQUIRED) -AND- A Quality Ranking Factor* (QRF) has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. *Quality Ranking Factors (QRF) are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. The Quality Ranking Factor for this position is: Performed work in general support of fleet operations, programs or projects involving budget tracking, maintenance oversight and trip scheduling, vehicle scheduling, usage reporting, resource coordination, fleet data collection entry, basic analysis, contributing to operational metrics and compliance reports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work is sedentary; however, it also involves walking, standing, bending and carrying items including books, supplies and parts. Travel is required for inspection of maintenance and repair work, accident investigation and visiting customer agencies. Work Environment: Work is performed in an office setting and frequently in a maintenance shop setting. There is frequent exposure to dirt, grease, noise and machinery. Incumbent may be required to travel approximately 200 miles a day commuting between different facilities. Incumbent may be required to trouble-shoot equipment in remote areas.
