Major duties

The Bonneville Power Administration (BPA) is at the forefront of delivering clean, reliable, and sustainable hydroelectric power to millions of people across the Pacific Northwest. As the Director of the Office of Civil Rights and Equal Employment Opportunity (OCR-EEO), you will step into a high-impact, executive-level role. Reporting directly to the BPA Administrator, you will serve as the chief visionary and strategist guiding our workplace culture. Key Responsibilities of the Director Executive-Level Strategic Advisory: Serve as the trusted, principal advisor to the BPA Administrator and senior executive team. You will directly influence agency operations, personnel policies, and workforce strategies to ensure equal opportunity is woven into every level of our organization. Visionary Program Leadership: Shape, design, and direct BPA-wide programs that champion fairness and respect. You will lead strategic initiatives to proactively prevent discrimination and harassment, ensuring our agency is recognized as an exemplary, model workplace. Strategic Business Integration: Partner collaboratively with executive leadership and external stakeholders to integrate equal opportunity and civil rights principles directly into BPA's overall corporate strategic planning and organizational priorities. Empowering Team Leadership: Manage and mentor a multidisciplinary team of civil rights and administrative professionals. You will set performance standards, foster professional development, and cultivate a highly collaborative, high-performing team environment. Proactive, Data-Driven Problem Solving: Lead forward-thinking strategies by analyzing workforce trends and organizational data. You will identify and eliminate potential systemic barriers to career advancement and job satisfaction, continuously driving organizational improvements. Collaborative Conflict Resolution: Oversee the agency's mediation and Alternative Dispute Resolution (ADR) programs. You will champion constructive, fair, and timely pathways to resolve workplace differences, helping to maintain a collaborative and harmonious organizational climate. Agency-Wide Education and Empowerment: Supervise the creation and delivery of modern training programs. You will equip managers, supervisors, and employees across the agency with the knowledge and tools needed to uphold civil rights standards and prevent workplace bias. Resource and Program Stewardship: Exercise executive oversight over budget planning, financial forecasting, and resource allocation. You will strategically align the program's budget and external services to ensure the civil rights office has the tools and personnel necessary to achieve its mission.

What you need to qualify

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as: 1) managing a key component of an organization's equal employment opportunity (EEO) program, such as the formal complaint process, affirmative employment, or alternative dispute resolution; 2) developing organizational policies and serving as a senior advisor to management on complex EEO and compliance matters, including providing strategic initiatives to address and eliminate barriers to equal opportunity; and 3) supervising a team of EEO professionals responsible for conducting analyses, training, or investigations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
