Major duties
The following are the duties of this position at the full working level: Works closely with other GLDS principal officers and other Service personnel to ensure authoritative and current information relative to confidentiality statutes is used in making decisions affecting the executive level of IRS. In this capacity the incumbent assists with accountability and transparency of the program and provides essential advisory, recommendations and guidance to leadership. Designs new approaches within the statutory and regulatory framework for problem solving where established methods and procedures are inapplicable, unavailable, or inappropriate. Keeps current on recent developments in the field of disclosure, confidentiality and privacy, including recent court decisions, current legislative resolutions or problems encountered within the programs and operations across the IRS. Assists government attorneys in the litigation process related to the Freedom of Information Act, the Privacy Act and violations of Title 26. Plans, organizes, and carries through to completion broad, long-term analytical studies/projects, the employee applies related knowledge of management principles, theories, and practices and their applicability to IRS programs, functions, and objectives, including the ability to develop long-term strategic plans incorporating short-term and long-term goals and objectives. When delegated, represents the Director in contacts with the Department of Treasury and high-level IRS officials, representatives of other agencies, and non-government organizations. In all such assignments effectively presents the view and decision of the Associate Director, Disclosure and the Director, GLDS. Independently or as a leader of an ad hoc group, undertakes special studies and investigations to analyze technical, operational, and administrative problems which exist or may arise within the area of privacy and disclosure the protection of personally identifiable information (PII) and sensitive but classified (SBU) data in the IRS' possession and control. Analyzes proposals referred to the Associate Director or Director, GLDS, for review, approval, or decision and develops recommendations for consideration and action. Serves as an expert advisor who provides technical and administrative guidance on highly complex Disclosure/privacy issues. Also, develops confidentiality-related policies for nationwide application to both internal and external customers. Reviews and analyzes appeals for denials of access to records requested under FOIA to identify trends and to make recommendations on releasing records for future requests. May be called upon to testify on behalf of the agency with regard to FOIA cases and assist Government attorneys in the litigation process. Serves as liaison to external customers and recipients to clarify and resolve complex issues. Develops agency policy and procedures with regard to the administration of FOIA. Plans and conducts educational training sessions on Privacy Act requirements. Reviews and evaluates the agency privacy program requirements. Also develops, implements, and maintains privacy policies and procedures. Evaluates confidential personnel records that, if released, would constitute an unwarranted invasion of personal privacy. Evaluates the impact of the Privacy Act and regulations on the organization's activities. Also, coordinates with internal organizations, such as the agency's information technology security office. Represents the Internal Revenue Service (IRS) on issues related to the Privacy Act and other information privacy requirements. Assesses privacy risks associated with programs, operations, and technology. Assists the business unit when called upon to establish policy for issues involving tax treaties with foreign governments. Coordinates and integrates the Disclosure program with other business units. Also, provides formal and informal training for Disclosure staff and other internal and external customers. Coordinates reviews of other functions to evaluate knowledge of disclosure and privacy requirements. Analyzes proposed, new statutory provisions, and court decisions to evaluate the potential effect on Disclosure and privacy guidelines within the Service. Uses extensive and specialized knowledge of the IRC, regulations, procedures, published rulings, court decisions, and related privacy laws to formulate and revise IRS policies that impact confidentiality. Analyzes and responds to inquiries submitted by various stakeholders for specific policy implications and participates in policy decisions in response to disclosure and privacy issues which may have nationwide or international impact. Serves as an independent coordinator in planning, developing, and monitoring task forces on complex disclosure issues. What you need to qualify
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: GS-14 SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience applying legal, tax accounting, and Federal laws, regulations and precedent decisions and preparing, reviewing or applying rulings, advisory letters, memoranda, etc., related to Internal Revenue Code (IRC) Section 6103, the Freedom of Information Act (FOIA) 5 U.S.C. 552, and/or the Privacy Act (PA) of 1974, 5 U.S.C. 552a. Experience utilizing legal research, analysis, and preparation of briefs or similar documents including interpreting laws and regulations. Experience serving as a privacy professional or government information specialist that required application of IRC 6103, FOIA, PA, and/or related Federal laws AND You must also meet the following requirement: TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
