This FDIC Division of Finance role located in the Controller Branch in Washington, D.C. manages the RVAS team, ensuring accurate evaluation and accounting of bank-failure impacts on the Deposit Insurance Fund (DIF) and FDIC financial statements. Duties include monitoring resolution activities and coordinating on liquidation and receivership accounting activities and their impact on FDIC Corporate financials. Salary reflects a pay cap for this position of $277,500.

Major duties

As Manager of RVAS, the incumbent is responsible for planning, organizing, and directing all activities of the section. The incumbent serves as a key member of the Division of Finance management team responsible for assisting in the development and implementation of Division policies and procedures. The incumbent also assists the Deputy Director, Controller, in directing the overall planning and timely execution of the Division's subsidiary accounting and resolution activities for the Corporation and is expected to effectively lead a staff of accountants, foster effective communication, implement organizational changes, build internal and external relationships, and function in an adaptable and results-orientated work environment. • Establishes and maintains the Corporation's financial data processes to capture and properly account for the Corporation's financial activities according to established accounting and reporting standards and procedures. • Responsible for ensuring a unified, reliable, secure, well-maintained, and fully functional systems environment for various FDIC Corporate and receivership (resulting from failing bank resolution activities) financial systems. Responsible for the analysis of failed institutions receiverships financial reports with the purpose of generating proper accounting in FDIC's Corporate Financial Statements, especially as it relates to due to and due from activities with receiverships as well as loan loss allowances. Leads the timely preparation and distribution of recurring and ad-hoc management reports for Corporate or receivership resolution entities. • Maintains a working knowledge of GAAP and liquidation accounting; monitors and analyzes trends in the accounting field as they relate to the FDIC, providing periodic assessments to the Deputy Director, Controller. Provides expert accounting advice and technical assistance in the analysis of financial operational programs for complex business events and new FDIC activities to ensure proper accounting and reporting. • Plans, manages, directs, and coordinates with their respective Division of Resolution and Receiverships (DRR) partners on operational procedures for suspense accounting and failed institutions resolution matters impacting FDIC's Corporate accounting, the reporting environment, the receiverships, and the FDIC. Supports DRR's resolution efforts by providing staff serving as Financial Managers, Claims Agents, or Customer Service Agents, when necessary. • Monitors the resolution activity of all receiverships to determine their potential financial impact on the FDIC in its Corporate capacity. • Provides expert advice and technical assistance in the development of receivership valuation policies and procedures and serves as a focal point for ensuring appropriate accounting procedures for all liquidation accounting transactions impacting the FDIC Corporate financial statements. Manages a wide variety of complex estimation and valuation programs affecting Corporate financial records, including the allowance for loss reserve on receivables from resolutions, assets and liabilities from shared-loss agreements, indemnification agreements, estimated liability for representations and warranties, and other contingent loss reserves. • Ensures proper recording of resolution transactions that impact FDIC's Corporate books. Establishes the initial and quarterly updates of contingent loss reserves for receiverships, the Deposit Insurance Fund (DIF), and the FSLIC Resolution Fund (FRF). Updates estimated losses on assets in liquidation residing in DIF receiverships. • Responsible for assisting the Deputy Director, Controller, in the efficiency and productivity of the Section. In the absence of the Deputy Director, may assume his/her responsibilities. • Serves as part of the management team in making and implementing policy. Provides guidance to staff on policy, procedure, law, regulations, and other matters relating to the technical and administrative aspects of their work. Supervises the RVAS staff, including organizing work, establishing goals and deadlines, assigning tasks, monitoring progress, adjusting workloads, interviewing candidates, preparing performance standards, conducting appraisals, recommending personnel actions, providing instruction, and identifying training needs. Works in collaboration with the appropriate OPC or Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/ disapproves requests for leave, telework, travel, training, etc Discusses administrative matters with staff, resolves employee complaints as appropriate, and identifies areas for improvement in operations, systems, or procedures. Ensures that EEO plans and programs, performance measurement, employee development, and other personnel-oriented requirements are executed equitably and consistent with Corporate policy.

What you need to qualify

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. BASIC REQUIREMENT: 1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR 2. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement, you must also possess the experience below. Leadership Experience: Experience leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members; AND Technical Experience 1: Experience managing financial accounting processes, system environments, and reporting activities to ensure accurate and reliable organizational financial information; AND Technical Experience 2: Experience applying and coordinating accounting policies, procedures, and regulatory requirements across organizational units and providing guidance on financial system functionality and operational accounting issues; AND Technical Experience 3: Experience analyzing accounting transactions, assessing financial outcomes, and communicating findings to decision-makers.
