Major duties
This position is in the Office of Board Authorized Finance (OBAF), Asset Management Division. OBAF is responsible for leading generation and the overall relationship management of the Bank's long and medium-term customers. The Asset Management Division is responsible for all post-authorization portfolio management functions for all EXIM Bank programs, including project finance, sovereign finance, and EXIM's domestic financing initiatives. Responsibilities include credit amendments, credit monitoring, pre-claim restructuring, claim payment, post-claim restructuring and recoveries, and portfolio monitoring. The incumbent serves as the Vice President of Asset Management Division and reports to the Senior Vice President (SVP) of Board Authorized Finance (OBAF). The incumbent provides executive leadership and direction to professional loan officers and portfolio managers, ensuring that EXIM's statutory mandate, strategic priorities, and program objectives are fully integrated into portfolio management operations, asset resolution activities, and executive decision-making processes. Serves as a recognized authority and senior advisor on complex portfolio management, asset protection, restructuring, and program policy matters, providing expert strategic guidance, consultation, and leadership on issues with significant financial, operational, and international implications. The incumbent formulates policies, directs, and oversees all activities related to portfolio management and asset protection within the Asset Management Division, ensuring effective risk management, operational efficiency, and the protection of EXIM's financial interests. Duties include, but are not limited to: Responsible for providing executive leadership and direction to subordinate managers and professional and administrative staff. Establishes expectations and monitors supervisory practices to promote balanced workloads, maintain quality standards, and support the effective execution of Division priorities. Leads and directs high-level domestic and international negotiations with foreign governments, sovereign entities, financial institutions, and private-sector obligors to resolve complex distressed assets and maximize recoveries. Shapes and implements long-term strategies to strengthen portfolio quality, mitigate financial and credit risk, and ensure the overall financial soundness and sustainability of programs across the agency's portfolio. Establishes and oversees governance processes for the adjudication of high-value claims, including the review and approval or denial of claims exceeding $1 million. Represents EXIM as a technical authority in interagency working groups, Board-level briefings, and external stakeholder engagements, shaping institutional policy on asset management and U.S. export financing

CONDITION OF EMPLOYMENT: CRITICAL SENSITIVE (requiring Top Secret) This position is designated as a TOP SECRET National Security position. Prior to appointment (Entrance on Duty), it requires a fully completed and favorably adjudicated National Security Background Investigation (SSBI or SSBI-PR) that is current (within the last 5 years). Once employed, further processing for special access approval (SCI) will occur. Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): AD-00: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience directing post-authorization portfolio management activities for a credit or lending program - including credit monitoring, amendments, restructuring, and recoveries - for a portfolio involving domestic and/or international transactions. Experience exercising full supervisory and managerial authority over professional staff, including subordinate supervisors - encompassing hiring, performance management, disciplinary actions, and workforce planning for a division-level or comparable organizational unit Experience leading the negotiation, restructuring, or resolution of complex, high-value credit transactions - including sovereign, corporate, or cross-border obligors - with authority to approve or recommend approval of restructuring terms, settlements, or recovery strategies involving significant financial exposure; Experience advising senior executives on credit risk, asset recovery strategy, or portfolio policy with agency-wide or program-wide impact; AND Experience adjudicating or overseeing adjudication of high-dollar claims (e.g., exceeding $1 million) under an established claims or insurance program. Education cannot be substituted for experience at the AD-00 grade level.
