PROGRAM MANAGER
What you'd do
You will serve as a PROGRAM MANAGER in the Technical Director Department (00), Chief Technology Office (00T) of NAVSURFWARCEN IH DIV. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15. This position is part of the Warfare Centers Personnel Demonstration Project.
Major duties
You will serve as the Program Manager over both T2 agreements, as the Office of Research and Technology Applications representative, and P3 agreements managing relationships with non-Government partners. You will connect the technical departments with internal and external customers to sustain and grow the number of fielded technologies produced by NSWC IHD. You will contribute to the success of the NSWC IHD Strategic Plan, with a focus on increasing the technologies transferred to commercially available systems or transitioned to DoW fielded systems. You will manage relationships with non-federal partners, including academia and industry. You will negotiate and establish partnering agreement terms and remain significantly engaged with partnering oversight. You will keep management apprised of partnership status, issues, and significant changes as well as prepare a yearly command T2 business plan. You will serve as the primary face to industry partners for licensing opportunities.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist applying program management principles to lead technical energetic materials or explosives projects and securing strategic partnerships to enhance an agency's mission.
