Outpatient Pharmacy Supervisor (Pharmacist)

The incumbent is a Pharmacy Supervisor at the Central Alabama Veterans Affairs Health Care System (CAVHCS) overseeing outpatient distributive pharmacy services. The supervisor functions at the highest level of pharmacy practice to provide pharmaceutical care to patients and optimizes pharmacy processes and patient care outcomes.

Supervisor responsible for the professional and administrative management of Outpatient and Community Care Network areas in pharmacy service, to include budgetary execution. b. Incumbent has responsibility for supervising multiple pharmacists and Pharmacy Technicians. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Maintains, monitors and corrects problems of workflow within assignment areas. B. Dispensing & Drug Distribution assists in preparation of national, local, and special accreditations of pharmacy service. (Joint Commission, Inspector General, Controlled Substance Inspections, Drug Enforcement Agency) This includes documentation record updates, development of specific training and preparation of staff and compliance of policy and procedures. Processes all orders within areas of responsibility, including non-formulary medication orders. Coordinates with centralized pharmacy areas for preparation/dispensing of drugs to ensure timely delivery. Completes discharge orders and provides discharge teaching to patients in assigned clinical area(s). Documents teaching and interventions as necessary in CPRS C. Medication Management Program Coordination Documents in the medical record, recommendations, concerns and potential medication related issues to communicate these concerns to other health care providers. Serves as a member of committees and task forces as assigned. Consults and advises pharmacy management on all matters relating to pharmacy practice, and works closely with them and their staffs to ensure that programs reflect the mission and priorities of the VHA and VA. Establishes policies and procedures regarding pharmacy management of medication therapy. Complies, implements and enforces all VA, VISN 7, CAVHCS, and Pharmacy Service policies and procedures. D. Clinical Pharmacy Practice Demonstrates the knowledge and ability to assess data reflective of the patient's status and interpret the information needed to identify each patient's requirements relative to their specific needs and to provide care needed to achieve positive patient outcomes. Additional assigned duties include non-formulary and prior-authorization drug adjudication, assisting with conversion to formulary agents, poly-pharmacy medication review and complex-regimen medication reconciliation. Provides direct patient care and medication management in accordance with established policy and procedures. Provides order verification when necessary. E. Education Determines staff development needs and assists in development of formal/informal programs to enhance pharmacist and technician understanding relating to acute care clinical pharmacy practice. F. Research The incumbent will know and comply with investigational medication policy and procedures and monitor investigational medication prescriptions/orders for completeness, drug interactions, dosage, duration of therapy, and adherence to existing formulary requirements. G. Quality Management Participates in the appropriate, effective and safe use of pharmaceuticals and associated affairs by contributing to criteria development, data collection and drug use evaluation and other quality improvement activities as assigned. What you need to qualify
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. GS-13 Grade Determinations: Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level of the GS-12. GS-12 Grade Determinations - Clinical Pharmacist (Full Performance Level) Experience or Education. In addition to the basic requirements, candidates must meet one of the following: 1 year of experience equivalent to the next lower grade level OR Completion of an ACPE-accredited Pharm.D. program. GS-12 Pharmacists assigned to this position must demonstrate the following Knowledge, Skills and Abilities (KSAs): a. Knowledge of professional pharmacy practice. b. Ability to communicate orally and in writing to both patients and health care staff. c. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security. d. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. GS-13 Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. AND GS-13 Pharmacists assigned to this position must demonstrate the following Knowledge, Skills, and Abilities (KSA)s: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d. Skill in managing people or programs. Preferred Experience: Outpatient experience and supervisory experience.
