What you'd do

This position is part of the Personnel Readiness Management Agency. The incumbent serves as the Resource Manager, Defense Suicide Prevention Office (DSPO). DSPO implements a comprehensive Department-wide program through policy, oversight, outreach, training, and program evaluation, and metrics.

Major duties

As a RESOURCE MANAGER (DSPO PORTFOLIO) at the GS-0301-14 some of your typical work assignments may include: Coordinates and supports the development of the annual Program Objective Memorandum (POM) for the Defense Suicide Prevention Office (DSPO) portfolio of programs. Builds, executes, and analyzes the budget based on capabilities validated and approved within each of the Planning, Programming, Budgeting, and Execution (PPBE) phases. Engages directly in supporting Program Managers with the processes associated with support agreements, requirements management, budgeting, funds execution, accounting and validation of resource activity, compliance, assessing risk, and analysis. Coordinates with acquisition staff and contracting officers, as well as DSPO program Contracting Officer's Representatives and program managers, to ensure timely completion of milestones and deliverables in the DHRA acquisition process. Supports Risk Management & Internal Controls Program and the development of recommendations for continuous process improvement for DSPO, encompassing the full spectrum of fiscal and requirements management.

What you need to qualify

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Providing Resource Management guidance to an organization comprised of senior primary prevention experts (i.e, psychologists, scientists, public health officials). Producing project studies analysis of effectiveness, efficiency, and productivity in order to identify and assess business challenges and opportunities. Using analytical and evaluative methods and a thorough understanding of applying evaluation and measurement techniques in performing financial management, budget formulation and execution, acquisition planning, internal controls (FIAR) necessary to execute those missions. Applying qualitative and/or quantitative methods for the assessment and improvement of complex programs, budget processes, plans, and/or systems. Defining various aspects of the Government Purchase Card Program, and Government Travel Card Program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
