What you'd do
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Engineering Technician at Aberdeen Proving Ground, Maryland.
Major duties
Serves as an Engineering Technician within the Directorate of Public Works (DPW), Business Operations and Integration Division(BOID), Engineering Systems Branch Serves as the Sustainment Management System (SMS) Program Manager, overseeing facility condition data in SMS platforms such as BUILDER, PAVER, ESMS and ISR-I. Serves as the Facility Management Program Manager, overseeing the full range of management including tracking, training, planning and communicating with the installation Facility Managers. Develops and maintains Standard Operating Procedures for program oversight as needed. Performs routine data quality assurance responsibilities to ensure accuracy and reliability.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. BASIC REQUIREMENT: Specialized experience including technical work in the areas such as: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. OR Experience in a trade or craft that work required intensive knowledge of engineering principles, techniques, methods, and precedents for example trade positions with substantial developmental, test, or design responsibilities such as: a Planner and estimator who analyzed designs for production purposes or an Instrument maker or model maker who performed design or development work on devices fabricated. OR Certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. SPECIALIZED EXPERIENCE: GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal Service which includes: 1) Gathering, compiling, and analyzing data related to building and facility conditions; 2) Providing guidance on compliance with regulations, policies and directives related to facility management; 3) Coordinating with facility managers on their responsibilities related to facility management. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal Service which includes: 1) Performing inspections on building and facility conditions; 2) Researching regulations, policies and directives related to facility management; 3) Performing roles associated with a facility or building manager. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
