CONSTRUCTION MANAGEMENT SPECIALIST
What you'd do
You will serve as a ONSTRUCTION MANAGEMENT SPECIALIST in the ???????CAPITAL IMPROVEMENTS of NAVAL FAC ENGINEERING CMD WASH.
Major duties
You will manage multiple priorities and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts. You will manage the contractor Requests for Information (RFIs) and ensuring timely responses You will visit construction sites to monitor progress and soliciting daily input from the Engineering Technician/Quality Assurance (ET/QA) representatives and CQC reports. You will prepare the final documentation and wording for the modification including justification for cost and time involved within limits of COAR authority or in support of the Contracting Officer. You will review and interpret construction contract drawing and specification requirements to ensure compliance with NAVFAC policies, regulations and codes. You will prepare construction cost estimates in support of pre-negotiation positions for project changes requiring modifications to the contract cost. You will assist in negotiation of contract modifications to the extent possible and within designated thresholds under the direction of the ACO to ensure the most fair and reasonable cost is determined. You will serve as Contracting Officer’s Representative (COR) in the management and administration of construction projects.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the gs-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Managing multiple priorities and providing technical recommendations/solutions to complex problems encountered during the administration of the construction contracts; 2) Coordinating post-award contract meetings such as post-award kickoff meetings, preconstruction conferences, (informal or formal) partnering meetings, schedule acceptance meeting, design review meetings, coordination and mutual understanding meeting, Facility Turnover Planning Meetings (NAVFAC Red Zone), and final inspections; 3) Managing the contractor Requests for Information (RFIs) and ensuring timely responses; 4) Reviewing and interpreting construction contract drawing and specification requirements to ensure compliance with NAVFAC policies, regulations and codes; and 5) Preparing property record inventory documents, DD1354 Transfer and Acceptance of Military Real Property and Disposal of DoN Real Property, in accordance with NAVFAC Business Management System (BMS) and in coordination with IPT Project Managers and Installation Real Property Accountable Officer (RPAO).
