THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST - TITLE 32, Position Description Number PDD1583P01 and is part of the KY DCSOPS, National Guard.
Major duties
As a PROGRAM ANALYST - TITLE 32, GS-0343-9, you will prepare the state Information Support Plan. Receive information and requirements from various divisions/branches within the organization. Review agency/NGB architectures. Perform cost-benefit and life cycle analysis. Prepare the plan and submit it to NGB. Coordinate with NGB and update the plan as required. Prepare Program Objective Memorandum (POM) submission. Review NGB and agency architectures and support plans, compile data, conduct trend, cost, and life cycle analysis, prepare and forward submission. Monitor status of POM and adjust plans as required. Manage the organization's Internal Controls program. Conduct audits, review findings, prepare reports and corrective action plans and monitor deficiencies. Analyze regulations, legislation, or operating procedures for impact on the information programs. Develop regulatory and policy documents for the organization. Perform budget management functions. Receive and review Annual Funding Program. Prepare management reports and provide funding status. Submit/adjust obligation plans. Prepare authorization documents and validate for fiscal law compliance. Review obligation/purchase documents. Prepare reports for PBAC meetings. Coordinate disbursements and reconcile unliquidated transactions. Perform year-end closeout. Prepare and submit budget requests. Renew contracts and purchase agreements. Perform Cooperative Service Agreement services. Reconcile account activity, renew agreements, and perform year-end close out functions. Perform other duties as assigned. What you need to qualify
MINIMUM REQUIREMENT: Experience in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management. Experience reviewing, analyzing, and resolving conflicts between local and higher regulations and the division to ensure they meet regulatory requirements. Experience to properly identifying, maintaining, and protecting official records. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment. (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only and unspecified work schedule will result in disqualification.
