About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Network Enterprise Technology Command (NETCOM) Headquarters ACOFS G-3/5 IT Mission Support IT Systems Management in Fort Huachuca, AZ.

Major duties

Serve as a Senior Information Technology Management Specialist for Network Enterprise Technology Command (NETCOM) and the Information Technology Service Management (ITSM) Division. Plan, coordinate, draft, monitor, analyze, and report required levels of customer service and recommend organizational/service improvements based upon analysis. Coordinate and oversee the implementation of processes and systems for establishing, operating, and assessing the effectiveness of Service Management (SM) systems. Serve in the capacity of primary project officer on specific project or system development efforts on major, large-scale, complex, and labor intensive projects. Manage and provide upgrades that capitalizes on new technology insertion and the integration of complementary technologies to support the timely exchange and protection of battlefield information. Conduct coordination, analyze business process/service requirements, and make recommendations to functional managers on policy and service changes.

Specialized experience would be demonstrated by assisting in the tracking of IT service delivery by gathering data for performance reports; supporting the Service Agreement Management program by processing pre-formatted agreements and maintaining records; and performing routine updates to documents like the Army Unified Network Service Catalog (AUNSC) under direct guidance. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by monitoring IT service performance against established metrics and Service Level Agreements (SLAs) and reporting on discrepancies; maintaining and managing portions of the Army IT Portfolio (AITP) and AUNSC, ensuring service descriptions are accurate; and utilizing IT management platforms (like AESMP) to analyze service data and identify trends or areas for improvement. OR Education: (see Education section below) GG-11 Specialized Experience: To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by independently managing the delivery of IT services by analyzing performance data, identifying areas for process improvement, and implementing solutions; analyzing and developing project plans for IT service improvements,satisfying validated requirements from stakeholders; and managing the full lifecycle of complex Service Level Agreements (SLAs) and other support agreements, from requirement definition to compliance enforcement. OR Education: (see Education section below) GG-12 Specialized Experience: To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by leading Army-wide working groups and representing the command as a voting member on technical governance boards to make decisions that influence Army IT policies and resources; providing authoritative guidance and briefings on complex IT service management issues to senior leadership (G3, NETCOM, etc.); and developing and defining service specifications, performance metrics, and data collection methodologies to strengthen accountability across the enterprise. GG-13 Specialized Experience: To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by aligning IT service delivery strategy with business objectives to ensure services meet Service Level Agreement (SLA) quality standards, maintaining user IT Metrics application access to adhere to cyber security requirements; and coordinating Army IT Metrics Help Desk actions for quarterly Army-wide data collection,reporting, and validation of IT Metrics with Command, Theater, Brigade, GCC, RCC and NEC representatives. OR Education: (see Education section below) The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
