Facility Space Management Subject Matter Expert - DIRECT HIRE AUTHORITY

The primary purpose of this position is to serve as the Facility Space Management Subject Matter Expert leading implementation of facility space management, planning, and optimization programs across the Department of the Air Force enterprise.
Major duties
1. Serves as the Air Force Facility Space Management Subject Matter Expert and is the final technical authority for matters relating to facility space management, planning, and optimization programs and issues. 2. Provides consultant services to the Air Staff, AFIMSC, PSUs, MAJCOMS, and basses. 3. Prepares technical articles, guidance, studies, training, and other official documentation for the Air Force Facility Space Management, Planning, and Optimization Programs. 4. Researches and developes recommentdations relating to the Air Force Facility Space Management, Planning, and Optimization Programs.
What you need to qualify
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Basic Requirement for 0020, Community Planner Positions (You must provide a copy of your transcripts): A Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. NOTE: You must submit a copy of official transcripts. OR Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. NOTE: You must submit a copy of official transcripts. Basic Requirement for 0801, General Engineer Position (You must provide a copy of your transcripts): A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS12/13 or equivalent in the Federal Service. Specialized experience must include experience directing enterprise-wide strategic planning, policy development, and execution of complex, high-value programs. Demonstrated success advising senior leaders, developing organizational policy, leading cross functional teams, resolving issues, and collaborating across DoD, industry, and government stakeholders to achieve mission objectives and improve organizational performance. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of professional engineering/professional planning concepts, principles, practices, standards, methods, and techniques to effectively apply theories, principles, and concepts to facility space management, planning, and optimization programs. 2. Expert knowledge of asset management principles and legal drivers and regulatory requirements for the management, planning, and optimization of facility space in DoD. 3. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely, effective, and economical solutions. 4. Expert knowledge of statistical methods, data management, and community planning programs, processes, and guidance. 5. Knowledge of research methodologies, including computer-assisted technologies, related to community planning concepts, Federal, State, and local regulations and policy, and environmental law. 6. Skill in written and oral communication to develop and disseminate technical guidance, standards and criteria, letters, bulletins, etc.; conduct briefings, and present issues and recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
